Demolition and site work for a residential development in Baton Rouge, Louisiana. Completed plans call for the demolition of a residential development.

This project consists of the removal and disposal of structures, concrete slab foundations and concrete flatworks,removalof hazard oustrees, fill and grade, andall other items identified within the bid package. OMMUNICATIONS CONCERNING THIS BID SHALL BE ADDRESSED TO: Chandler Jordan Bryant Hammett and Associates 6885 Hwy 84 west Ferriday, LA 71334 318-757-6576 cjordan@bha-engineers.com BACKGROUND 0.1 Road Home Corporation, d/b/a Louisiana Land Trust (LLT), is a nonprofit corporation. LLT is charged with managing and disposing of properties acquired by the state through the Restore Louisiana Homeowner Assistance Program - Solution 4 and the Louisiana Watershed Initiative Statewide Buyout Programs. Funding for the programs is allocated out of HUD's Community Development Block Grant Disaster Recovery Program. This procurement seeks bids to demolish single-family homes and related improvements on properties acquired through these programs. Although it was created under the authority of state statute, LLT is a private entity. LLT's legislation expressly states that it is not a state agency, board, or commission, nor an instrumentality of the state or of any political subdivision. See La. R.S. 40:600.62(3). Therefore, Louisiana's public contracting laws do not apply to LLT. However, LLT generally follows many of the procedures used in public contracting for the convenience and familiarity of the contracting community. The fact that LLT's contracting process tracks that used by public entities should not be construed as binding LLT to the requirements of statutes governing public entities. Instead, the contracting process is governed by this bid package and LLT's procurement policy. Reference to any provision of Louisiana public contracting law, or the incorporation of any such provisions into this bid package or the contract documents is for convenience only, and is not intended to bind LLT to any substantive obligations imposed by public contracting statutes.
