Site work and asbestos abatement for a water / sewer project in Wausau, Wisconsin. Completed plans call for site work for a water / sewer project; and for asbestos abatement for a water / sewer project.
Work will include abatement and disposal of asbestos containing building materials from designated spaces in the decommissioned Wausau Water Works Water Treatment Plant. Project Overview: The Bidder has examined the bidding documents (Abatement Summary, Drawings, Bid Form and applicable addenda), carefully prepared the bid form, and has checked the same in detail before submitting said bid; and that said bidder, or the agents, officers, or employees thereof, have not, either directly or indirectly, entered into any agreement, bid rigging, bid rotation, participated in any collusion, or otherwise taken any action in restraint of free competitive bidding in connection with this bid. The contractor understands that by signing and submitting this bid that all rights are waived regarding misinterpretation of the contract documents and work. That all of said work will be performed at the Bidder's own proper cost and expense, that the Bidder will furnish all necessary materials, labor, tools, machinery, apparatus, disposal, required submittals, insurance and other means of construction in the manner provided in the applicable specifications, and at the time stated in the contract. Due to scheduling/budget considerations, City of Wausau reserves the right to add/reduce total amount of work prior to award date. City of Wausau reserves the right to accept or refuse any submitted bid in consideration of their best interest for project schedule and completion. No payment will be made until proper submission of required submittals and owner approval. BASE BID: Abatement and disposal of asbestos containing building materials (listed below) from the designated spaces of the WWTP Facility. The project includes protection of building surfaces, work area containment, material removal, surface cleaning and material disposal and will require coordination of schedule with the City of Wausau and also with the chosen demolition contractor. The asbestos materials and locations are described in estimated quantity as follows: 1701 River Drive - Meter Shop , 1801 River Drive - Wastewater Treatment Plant - Center Building HVAC Room , Center Building HVAC, Hall, Generator Rm, Boiler Rm, Elect Rm, Center Building Locker Room, Men's RR, Stairway , Center Building Lab and Office (2nd floor), Center Building North Tunnel North Wall Near Doorway on Pillar , Center Building Generator Room South Wall Windows 3-6 Pane , Center Building Levels 1 through 4 Ceiling/Deck A bid bond in the amount of 5% of the total bid shall be submitted with each bid, as a guarantee that the bidder, if the bid is accepted, will execute and file the proposed contract and bonds within ten days after the awarding of the contract. A Performance Bond and also a Labor and Materials Payment Bond in the amount of 100% of the total bid price, together with an executed contract in form prescribed by the City of Wausau will be required of the successful bidder. Bidders must be pre-qualified by the Board of Public Works. Pre-qualification documents shall be submitted to the Engineering Department no later than 2:00 p.m. on September 15, 2025, and show sufficient financial ability, equipment, and experience to properly perform the contract in accordance with Section 66.0901, Wisconsin Statutes. The Board's decision as to qualifications shall be final. The pre-qualification form is available online. The letting of the work described herein is subject to provisions of Chapter 62 and 66 of Wisconsin Statutes and by all pertinent sections of the Wausau Municipal Code. The City of Wausau reserves the right to reject any or all bids, to waive any informalities in bidding, and to award a contract in the best interest of the City of Wausau. The following is the asbestos project design for abatement of applicable asbestos containing materials within designated spaces at the City of Wausau WWTP Facility. The work is regulated by WI Department of Health Services (WI DHS 159), WI Department of Natural Resources (WDNR 447) and the Occupational Safety and Health Administration (OSHA). The abatement contractor must adhere to all applicable regulations regarding abatement and disposal of asbestos materials and also follow building owner stipulations: REMOVAL OF ASBESTOS CONTAINING MATERIAL Regulated Area: Interior/Exterior Friable and Non-Friable Materials: Tank Insulation, Pipe Insulation, Fixture Heat Shield, Floor Tile, Adhesive, Caulking, Glazing. Place critical barriers over each opening to the containment area (windows, doors, heating vents, lockers, etc). Place approved danger sign posting at each access point to each containment. Where applicable, provide rigid barriers (plywood or equivalent) at each location where a poly barrier would not be sufficient to keep building occupants or public from entering the work area. Protect non-movable items within the work areas from potential damage and/or contamination during abatement process by installing poly coverings. Install a minimum one layer of wall poly and two layers (plus dropcloth) of floor poly. Provide additional protection as necessary to protect room surfaces from potential damage during removal of the ceiling system and interior building component demolition. Especially provide for protection of water migration during abatement. Provide opaque poly or other method of visual barrier where ever public or building occupant view would be possible. Install decontamination system with air lock chambers to provide proper transfer of personnel and equipment. Install temporary lighting sufficient as necessary to provide adequate lighting. Shut down and lock-out all air handling and ventilation systems to the affected area (all ventilation system equipment openings require two layers of critical barrier - minimum 6 mil poly). Disable electrical systems that would be affected by the abatement work and provide power source by ground fault protected service from outside of the work area. Negative Pressure Containment: Establish negatively pressurized work area utilizing High Efficiency Particulate Air (HEPA) filtered fan units. Show evidence of a minimum of four air changes per hour to the work area. Negative pressure should be continuously monitored to show a minimum of -0.02 inches (by recording manometer). HEPA filtered fan units should be exhausted to the exterior of the building. Exhaust openings should be designed to allow for protection of building finishes and also to provide for building security. Additional HEPA fan units may be required to account for additional containment volume of spaces located above ceilings, including the adjacent hallway ceiling. Removal of Asbestos Containing: Interior/Exterior Friable and Non-Friable Materials: Tank Insulation, Pipe Insulation, Fixture Heat Shield, Floor Tile, Adhesive, Caulking, Glazing. Abate asbestos containing material utilizing wet methods within a negative pressure enclosure. Materials must be thoroughly wetted (to the extent possible) prior to and during removal activity. Apply an approved spray encapsulant to abated surfaces following final cleaning and visual inspection. Asbestos containing pipe insulation is to be removed by wet gross technique or by glovebag procedure including sufficiently wetting the insulation to control airborne fiber release. All portions of the material are to remain wet during the removal process. Asbestos containing floor tile and adhesive is to be removed using hand methods after the material has been sufficiently wetted to control airborne fiber release. Specific hand method and associated equipment should be selected to minimize breakage of the material during abatement. Removed materials shall be packaged while wet as abatement proceeds. Waste materials should be containerized and transferred from the work area at least daily (no stock piling of waste). Following removal of all ACM, surfaces within the work area must be wet cleaned and/or cleaned by HEPA vacuum. The abatement supervisor must perform a visual inspect to detect the presence of any residual suspect material, dust or debris. Cleaning must continue until all evidence of suspect dust or debris is gone. Disposal of Asbestos Materials: Asbestos containing materials must be packaged while wet in appropriate containers. Minimum 6 mil poly disposal bags with approved asbestos labeling and waste generator information. For sharp objects such as wire mesh, metal, etc., a burlap bag or fiber/metal drum may be used in conjunction with poly bags. Hard surface items may possibly be washed and disposed of as normal construction debris. Care must be taken to thoroughly decontaminate these items. Other materials proven to be non-ACM may be disposed of as non-ACM waste. The contractor shall insure that these non-ACM wastes have no asbestos material or debris attached prior to disposal. Transfer of waste materials to dumpster or waste hauling vehicle will be coordinated with the building owner and only transferred during approved times. Transport of asbestos waste shall be in a WI DNR licensed vehicle or approved dumpster. Waste shall be disposed of in a WI DNR approved landfill. A copy of each waste manifest must be forwarded to the building owner or included in project documentation. Personal Protective Equipment: Personal protective equipment (PPE) must be worn by all persons entering the regulated area. This shall include proper respiratory protection (minimum half-face hepa filtered negative pressure respirators), disposable suits, foot covering, hand & head protection, etc. The abatement contractor is solely responsible to determine the extent of PPE necessary for the specific work area. Personal exposure air samples must be collected to determine worker exposure to airborne asbestos during each type of work activity. Results of exposure monitoring must be included in post-project submittals. Project Clearance: Following completion of abatement and final cleaning, the abatement contractor supervisor must perform a visual inspection to determine the thoroughness of cleaning. Any suspect dust or debris must be cleaned prior to encapsulation. All containment poly (excluding critical barriers) will be removed following encapsulation. Post barrier cleaning shall be performed prior to air testing. Prior to air clearance testing, the third party air monitoring technician (NorthStar Environmental) will perform a visual inspection. Any residual asbestos material or any suspect dust, debris or questionable material noted during the visual inspection will require removal or cleaning. The building owner will pay for initial air clearance. Follow up clearance required following air clearance failure for reasons related to airborne asbestos within the containment will be paid for by the abatement contractor. Clearance protocol for asbestos air sampling will be by phase contrast microscopy (PCM), NIOSH 7400A Method. Project Closeout and Documentation: At the completion of the project, the abatement contractor must submit the following records prior to request for payment: - WDNR required project notification. - WI DHS required project log, occupant protection plan, project notification. - OSHA air monitoring results. - Project activity logs or notes. - WI DHS certification/licensing for abatement personnel. - Medical surveillance and respirator fit-test records. - Waste disposal manifests.
