The City of New Smyrna Beach is requesting sealed qualifications from licensed contractors to provide Demolition Services. The intent of this solicitation is to establish a pool of Contractors to provide demolition services on an as-need basis using purchase orders issued by the City. The City makes no covenant or promises as to the number of available projects or that the awarded Contractors will perform any project for the City during the life of the basic contract. The basic contract does not authorize the performance of any work or require the City to place orders for work. Expiration of the term of the contract will have no effect upon task assignments issued pursuant to the basic contract and prior to the expiration date. Obligations entered therein by both parties shall remain in effect until completion of the work previously authorized by the City. If made, the recommendation of award will be made to the best overall contractor(s) whose qualifications proposal is most advantageous to the City, taking into consideration the evaluation factors set forth in this document. Proposers shall become familiar with all the terms contained in the contract and be willing to execute the contract before submitting a proposal. There shall be no exceptions to either the scope of services or the terms of the contract. Question Deadline 09/17/2025 at 5:00 PM ET All questions related to this solicitation shall be submitted in writing via the online Question/Answer Tab via the online on or before on NO VALUE. Please include the section title for each question, if applicable, in order to ensure that questions asked are responded to correctly. The proposer further agrees to pay, as liquidated damages, the sum of FIFTY ($50.00) DOLLARS for each consecutive calendar day thereafter, until the work is completed or accepted. The formal written protest shall include with it a protest bond in the amount of one percent (1%) of the estimated contract amount, as provided in Florida Statutes 287.042(2)(c) and Rule 28-110.005 of the Florida Administrative Code. The notice of protest must be either hand-delivered and date and time stamped by the Finance Department, or sent via Certified U.S. mail, return receipt requested. Failure to file a protest within the timeframe specified herein shall constitute a full waiver of all rights to protest the City's decision regarding award of the solicitation. For full protest guidance, consult Section 9.1, Notice of Protest, of the City of New Smyrna Beach's purchasing policy. Said amount is agreed upon because the injury that the City of New Smyrna Beach ("Owner") may sustain by reason of breach of contract would be impossible to ascertain or estimate; such sum is agreed upon as liquidated damages and is intended as compensation for the injury suffered by the Owner, rather than as a penalty. The City reserves the right to cancel, in whole or in part, any solicitation when it is in the best interest of the City. Availability of all information related to a cancelled solicitation is subject to Chapter 119, Florida Statutes. The Owner reserves the unqualified right, in the Owner's sole and absolute discretion, to reject any and all proposals, to waive any irregularities, or to accept a proposal which in the Owner's sole and absolute judgment, shall, under all circumstances, best serve the public interest. Any proposal may be rejected which contains any omissions, erasures, alterations, additions, irregularities of any kind, or items not called for, or which does not contain prices set opposite to each of the items in the fee proposal, or in which any of the prices are obviously unbalanced, or which shall in any manner fail to conform to the conditions of the published notice inviting proposals. The City also reserves the right to award a contract based on experience and qualifications or to award only a portion of the services specified, if deemed to be in the City's best interest.
