The City of Tulare seeks to obtain products and services required by the City at the lowest price. To accomplish this goal, competitive bids and proposals are solicited from vendors on an as-needed basis. In an effort to promote the competitive bidding environment, below is a listing of all formal projects currently being solicited. This also shows a list of all posted Notices Inviting Bids and Requests for Proposals closed within the last 90 days. Bid proposals are required for the entire work described herein. The City of Tulare is requesting proposals from qualified contractors for the rehabilitation of two (2) percolation ponds located at the City of Tulare Wastewater Treatment Plant. The goal of this project is to restore the functionality of the ponds, including the rehabilitation of the pond bottoms and sloped walls, access roads, and associated outfalls. To be considered a online and to receive any Addendums or other pertinent information, bidders must register by email, telephone, or in person at the City of Tulare WWTP to Branlee Vath, bvath@tulare.ca.gov. Bidders may also be added to the online list at the mandatory pre-bid meeting. Bidders must be registered on the online list for their bid to be considered responsive. online names may be obtained from Branlee Vath, (559) 684-3122. This project is subject to State contract non discrimination and compliance requirements pursuant to Government Code, Section 12990. The City of Tulare affirms that in any contract entered into pursuant to this advertisement, Disadvantaged Business Enterprise, Minority Business Enterprise, and Women-Owned Business Enterprise will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award. Inquiries and questions shall be addressed to: Branlee Vath, Wastewater Treatment Plant Manager 1875 South West Street Tulare, CA 93274 bvath@tulare.ca.gov. 1 Work to Be Done: The work to be done consists of obtaining all permits, paying all fees, and furnishing all labor, materials, methods and processes, implements, tools, and machinery except as otherwise specified which are necessary and required to construct and put in complete order for use in the work designated in the contract, and to leave the grounds in a neat condition. The City of Tulare is requesting proposals from qualified contractors for the rehabilitation of two (2) percolation ponds located at the City of Tulare Wastewater Treatment Plant. The goal of this project is to restore the functionality of the ponds, including the rehabilitation of the pond bottoms and sloped walls, access roads, and associated outfalls. 1. Excavation & Cleaning: a. Remove all material below the substrate in both ponds. b. Ensure all effluent solids or river silt are removed down to clean substrate or deeper, as determined by contractor verification. c. Lightly scrape the sloped sides of each pond to remove loose material. d. Remove all riprap at the pond outfalls. 2. Grading & Depth Restoration: a. Bring both ponds to a finished depth of 18 feet from the top berm (Depth to be determined by contractor). b. Restore slopes and contours to match original design. 3. Material Handling & Disposal: a. Acceptable material from pond bottoms may be reused for pond wall repairs if approved. b. Excess and unsuitable material shall be disposed of at the City of Tulare Wastewater Treatment Plant, at a location designated by the WWTP Manager. c. Maximum dump truck capacity: 10 yards, to prevent damage to existing access roads. 4. Road Rehabilitation: a. Rebuild access roads surrounding the ponds to original condition or better. b. Roads must be compacted to appropriate specifications for WWTP operational access. 5. Substrate Preparation: a. "Rip" the pond bottoms using four (4) foot ripper bars prior to rock placement. 6. Compaction & Finishing: a. Compact pond slopes and rake pond bottoms for finish grade. b. Remove all access ramps into ponds prior to final project acceptance Doc note: An unofficial, unbound set of construction documents including plans and Bid Contract Documents are available for downloading at the City of Tulare online. The right is reserved by the City of Tulare to reject any and all bids, to waive any informality in the bids received, and to evaluate the bids submitted and to award the contract according to the proposal which best serves the interest of said City. Cut and replace Keyway 18" deep by 30 LF down slope from existing inside hinge line (Some eroded areas of inboard slope will already be at 18" in depth). Continue the 18" keyway down to the extent of 30 LF (Replace fill from proposed borrow area). Fill is to be placed in compacted lifts of 8"-1' and compaction tested per lift. Upon backfilling of keyway, the repaired inboard slope shall be blended to meet existing slope. Dirt removed from keyway may be used to blend to match the existing slope The city will be responsible for removing and disposing of vegetation along the pond slopes.
