Site work and renovation of a water / sewer project in Jasper, Georgia. Working plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

**As of October 31 , 2025 bids received for this project were over the budget and was rejected. As of this time it is unknown if and when project will rebid. The City of Jasper, Georgia (Owner) is soliciting Competitive Sealed Proposals (Bids) for the construction of the following project: Jasper Water Treatment Plant Rehabilitation The project consists of improvements to the Jasper Water Treatment Plant, including improvements to the existing sedimentation and filtration systems. Work includes the installation of air scour piping, electrical and control upgrades, new filter underdrains and media, and structural modifications to support new equipment, replacement of instrumentation, site improvements, erosion/sediment control measures, and all labor and materials necessary to install the authorized work as indicated in the contract documents. This project is funded in part by the Georgia Environmental Finance Authority (GEFA). All projects funded by GEFA are subject to all GEFA requirements, including Davis Bacon wage rules. GEFA requirements can be found in Section 008000 - Supplementary Conditions of the project specifications. Bidders should make positive efforts to use small and minority owned businesses. No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor's License of proper classification and in full force and effect, in compliance with Act. O.C.G.A. 43-14. Failure to provide the bidder's Georgia Utility Contractor's License Number on the outside of the sealed proposal will result in rejection of the bid. Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4. Bidders must comply with the President's Executive Order No. 11246, as amended, prohibiting discrimination in employment regarding race, creed, color, sex, or national origin; Title VI of the Civil Rights Acts of 1964; and the Davis-Bacon Act. All required federal, state, and local permits as well as required easements or rights of way for the project will be obtained prior to Construction. Hard copies of the Contract Documents will not be available. Prospective Bidders may examine the Bidding Documents at the Issuing Office or at Jasper City Hall located at 200 Burnt Mountain Rd, Jasper, GA 30143 on Monday through Thursday between the hours of 8:30 A.M. to 4:30 P.M. Bidders are prohibited from contacting City of Jasper employees or elected officials regarding the subject project or attempting to access the subject project work site. Question Deadline 10/07/2025 All questions pertaining to the Project and Bid Documents must be submitted electronically. All Contractor questions should be made in writing to Matt Dunagin at Matt.Dunagin@kimley-horn.com. A satisfactory Bid Bond (in the amount of 5% of the Bid), executed by the Bidder, and an acceptable surety company listed in the latest issue of U.S. Treasury Circular 570, will accompany each BID. In lieu of a Bid Bond, the City will accept a cashier's check, certified check, or cash deposit in an amount equal to at least 5% of the total contract amount. The Owner reserves the right to reject any or all Bids or to waive any informality in the bidding, to evaluate Bids, and to accept any Bid, which in his opinion, may be for his best interest. Instructions to Bidders: The qualifications statement in the bidding documents must be completed and submitted with the bid package. Bids will be evaluated on the bidder's responses to the requirements of this RFP. Interviews with bidders are not anticipated but may be held at the option of the evaluation committee. The owner reserves the right to obtain clarification or additional information with any firm regarding their bid. Discussions, negotiations, and revisions maybe permitted after submission of proposals and prior to award for the purpose of obtaining best and final offers. The Owner reserves the right to select a responsive, responsible firm on basis of best value that is most advantageous to the Owner.
