**As of May 8th, 2026, the project was awarded to eswetter Excavating Inc with an awarded amount of $6,697,881.70** The work of this contract comprises the supply of all labour, equipment, and materials necessary for the pre-excavation of Cell SE-6A (including transport of excess soils, segregated by soil type, to adjacent stockpiles and to the Soil Storage Facility located at 2322 Snyder's Road (but connected via the new internal haul road), final base grade excavation and installation of the base liner and leachate collection system for Cell SE-6A of the Waterloo Landfill South Expansion Area (SEA), the extension of the West Haul Road including extension of the west landfill leachate and gas infrastructure, perimeter ditch and electrical and communications lines at the SEA. The base liner consists of an engineered compacted clay liner; with augmented with a high-density polyethylene (HDPE) geomembrane and a geosynthetic clay liner (GCL) over a portion of the eastern base. Clay material needed to construct the compacted clay liner is from the excavated excess soil stockpiled on-site as part of the Cell SE-6A pre-excavation. The Work is to be undertaken in 2026 and 2027.
