Mt. San Antonio College is inviting Consultants to submit a Proposal for Professional Consultant Services to provide various services on an "as needed" basis estimated for the period November 2025 through October 2030. Once an agreement is executed, the College may extend the on-call services for up to four additional one-year contract time extensions. On-Call Consultant Services are normally for services of less than $220,000 per project. Proposals shall be submitted electronically via OpenGov. This Request for Qualifications (RFQUAL) describes the scope of services, evaluation process, and minimum information that must be included in the qualification package. This RFQUAL will request each Consultant to concisely state its qualifications for participating in a constructive and effective partnership. Question Submission/Request for Information Cutoff: September 24, 2025, 2:00pm COMMITTEE MEETING:: October 16, 2025 Interviews, if any: October 23, 2025 Recommendation for Award: November 20, 2025 Energy Efficiency Services The Consultant shall provide comprehensive Energy Efficiency Services in support of new construction, renovation, and utility infrastructure projects. Services shall be delivered on an on-call, as-needed basis and tailored to the specific requirements of each assignment. The Consultant shall be responsible for delivering high-quality, timely, and cost-effective energy efficiency solutions that align with Mt. San Antonio College's project needs, institutional sustainability goals, and applicable regulatory requirements. The scope of services shall include, but is not limited to, the following: A. Comprehensive Energy Audits and System Assessments Conduct detailed audits of major campus buildings and systems, including HVAC, lighting, building controls, and water systems. Evaluate existing electric vehicle (EV) charging infrastructure, including utilization, load capacity, and opportunities for future expansion. Establish baseline energy and water consumption across facilities to guide development of conservation strategies and performance benchmarks. B. Development of Cost-Effective Energy Conservation Measures (ECMs) Identify and recommend site-specific ECMs based on feasibility, cost savings, energy efficiency, and alignment with Mt. SAC's sustainability and climate action goals. Provide financial analysis for each ECM, including implementation cost, projected energy and cost savings, payback period, and return on investment. Develop EV charging infrastructure expansion scenarios, including demand projections, deployment strategies, pricing models, and cost-benefit analysis. C. Project Implementation and Technical Support Provide technical guidance and design input for implementation of approved ECMs. Coordinate with College staff, architects, engineers, and contractors to ensure integration of energy efficiency measures into design and construction projects. Support incorporation of energy efficiency and sustainability principles into future capital improvement programs and long-range facilities planning. D. Utility Rebate, Incentive, and Compliance Support Identify, pursue, and manage applications for available utility rebates, state/federal incentives, and sustainability-related grants. Ensure all recommended and implemented measures comply with applicable codes and regulations, including Title 24, CALGreen, and South Coast AQMD Rule 2202. Track, manage, and document rebate and incentive submissions to maximize available financial benefits. E. Measurement, Verification, and Reporting Develop and implement a Measurement and Verification (M&V) plan consistent with recognized industry protocols (e.g., IPMVP). Report actual energy and cost savings compared to baseline conditions and projected outcomes. Prepare clear, actionable reports and presentations for College stakeholders, documenting ECM performance, lessons learned, and opportunities for continuous improvement. F. Compliance and Qualifications The Consultant shall possess all applicable professional licenses, permits, and certifications required to provide Energy Efficiency Services in California. The Consultant shall demonstrate prior experience in delivering energy efficiency services for community college districts, colleges/universities, or K-12 school districts, with preference given to projects within the greater Los Angeles region. References from current or previous clients specific to Energy Efficiency Services shall be provided upon request.
