Structure Renovation Midpoint County: Hardy Lost River Park Bridge DBE Goal: 6% of Contract Bid Amount. Bidder Must Provide Written Assurance of Meeting Goal on Form in Proposal Proposals will be received from prequalified and West Virginia licensed contractors only except that on Federal-Aid Projects a contractors' license is not required at time of bid, but will be required before work can begin. Registration is required with the Department of Administration, Division of Purchasing, in accordance with Chapter 5A, Article 3, Section 12 of the West Virginia Code. All contractors submitting bids on project(s) must submit electronically with their bid a Proposal Guaranty Bond for $500.00 or 5% of the total bid, whichever is greater. The West Virginia Department of Transportation, Division of Highways reserves the right to defer, delay or postpone the date for receiving and publicly opening proposals for any project designated in this advertisement, without the necessity of renewing such advertisement. All bidders holding valid bidding proposals will be notified of such deferment, delay or postponement and the date that proposals will be received and publicly opened. WVDOT - 024 - Lost River Park Bridge The following description was provided for the project 'Lost River Park Bridge': /' DKey Version Publish Date: 01/03/2025 3 of 11 This project will be a replacement of the timber deck and steel beam superstructure. A reinforced concrete deck will be added to the existing abutments. Traffic will be reduced to one lane. No trees will be removed and there will be no new distrubance. Work below OHW is anticipated. The work shall consist of removing all or part of the existing expansion joint assemblies as shown in the plans, modifying existing expansion dam as directed in the plans to accept the new bridge expansion joint system, furnishing and placing structural concrete or elastomeric concrete for the installation of the new bridge expansion joint system as directed in the plans, and placing a new Preformed Silicone Coated Foam Bridge Expansion Joint System at the locations indicated on the plans. The construction shall be in accordance with this Specification and in reasonably close conformity with the plans or as established by the Engineer. THE INTENT OF THIS PROJECT IS TO REPLACE THE BRIDGE SUPERSTRUCTURE (DECK & STEEL BEAMS) AND REHABILITATE THE BACKWALL/ABUTMENTS. The purpose of the RGP is to expedite the Corps' review of requests for authorization(s) from the WVDOT to perform projects in waters under the jurisdiction of the Corps. The proposed RGP would authorize certain activities in waters of the United States including work, structures, and filling (both temporary and permanent) associated with linear transportation projects and the maintenance of existing transportation infrastructure conducted by the WVDOT in the state of West Virginia. This RGP may be used for the following categories of activities, subject to all appropriate terms and conditions, that involve the discharge of dredged and/or fill material into waters of the United States and/or work within navigable waters of the United States, authorized under the RGP to include: (A) certain linear transportation projects, (B) certain maintenance projects, and (C) certain bank stabilization activities. This RGP applies to all aquatic resources (e.g., streams, wetlands, lakes, ponds, rivers) under the jurisdiction of the Corps within the Huntington and Pittsburgh Districts in West Virginia, except those excluded under conditions of the RGP or conditions imposed by the state water quality certification. The WVDOT is responsible for ensuring the work is performed in accordance with the attached terms and conditions. Work performed under this authorization can be suspended, modified or revoked in accordance with 33 CFR 325.7 if a later determination is made by the Corps that the information provided was inaccurate, incomplete or done in bad faith. In the event of such a determination, the Corps may use the suspension, modification or revocation procedures contained in 33 CFR 325.7 or enforcement procedures such as those contained in 33 CFR 326.4 and 326.5. The RGP is effective for five (5) years from the date of issuance. To ensure the activities authorized by the RGP cause no more than minimal individual and cumulative adverse environmental effects, certain categories of activities that would be authorized under the RGP require the submittal of a pre-construction notification to the district engineer before commencing the activity. Other categories of activities could be completed without the need for the submission of site-specific pre-construction notification to the Corps in advance, provided the work was performed in accordance with the terms and conditions of the RGP, including the Clean Water Act Section 401 Water Quality Certification granted by the West Virginia Department of Environmental Protection (WVDEP).
