Contractor shall guarantee, in writing, that all work conforms to the requirements of the specifications. Award of contract will be made on the most advantageous bid, on a quality versus price basis, taking into consideration the responsibility of the Contractor, as interpreted by the City Council. Award of contract will be made on an "all or nothing" basis. Proper consideration will be given to modern accepted practice, efficiency and workmanship. No award will be made for any service which does not adequately fulfill the requirements of the project. All paperwork (i.e., certificate of insurance and signed contract, etc.) must be received and in order before work may begin on project. Failure to do so could result in disqualification of the bidder. The City of Alton reserves the right to reject any or all of the bids, or any part thereof, on any basis and without disclosure of a reason. The failure to make such a disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful bidder against the City of Alton, Illinois.
