Installation of an integrated Access Control and Video Entry System is required at Building MCA-614, Headquarters Service Battalion, Marine Forces Command (MARFORCOM), Norfolk, VA. The contractor shall provide all labor, supervision, materials, tools, transportation, and equipment necessary to install CAC-enabled access control and video entry systems at three entry points. This includes magnetic locks, card readers, ADA/NFPA/UFC-compliant hardware, and hardwired video stations with intercom and remote unlocking capabilities. A laptop with preloaded access control software must be provided for system programming and administration. All cabling must be concealed or routed in fire-rated conduit, and the system must be compatible with DoD CAC infrastructure, support centralized administration, tiered access levels, and comply with DoD cybersecurity standards. The contractor must also provide on-site end-user training, written training materials, and comprehensive operation and maintenance manuals in both electronic and hard copy formats. All work must begin within 30 calendar days of the Notice to Proceed and be performed Monday through Friday, 8:30 AM to 4:30 PM, excluding federal holidays. A mandatory site visit is required prior to commencement of work. Final acceptance will be based on successful installation, testing, documentation delivery, and training. A one-year warranty covering labor, hardware, and software is required, with a 48-72 hour response time for service requests.
