Written offers to a Request for Proposals/Qualifications for the purpose of providing a Public-Private-Partnership for a Public-Private Agreement (as defined in IC 5-23-2)related to the potential design, constructing, operating, transferring, and developing of upgrades to Lincoln Park,pursuant to the applicable provisions of the Indiana Code, including, but not limited to, Indiana Code Section 5-23-1-1 et seq. The Board reserves the right to modify or cancel the Project(s) at any time before an operator enters into a formal agreement with the Board, including at any point during the scoping period. The Board reserves the right to reject any and all Proposals/Qualifications at its sole discretion. The Board may enter into discussions with any individual operator to clarify and assure a full understanding and responsiveness to the solicitation requirements. All correspondence and questions for this RFPQ should be directed to the Representative as follows: Mr. Jarod Logsdon, Parks and Recreation Superintendent, jlogsdon@zionsville-in.gov. All questions and requests for clarification must be submitted on or before September 18, 2025 at 5:00 p.m. local time PROJECT DESCRIPTION: The selected Operator may provide financing services, development services, design assistance, site work, labor, and materials to develop and construct the Project. Although the Board knows that it has a clear need for improvements to its Park, the scope of this Project is not yet fully determined. The final Project scope will be determined through a scoping period with the selected Operator, during which the selected Operator will be required to provide site analysis, design assistance, and construction analysis to create a final scope and a guaranteed maximum price for transfer of the Project to the Board upon completion. A conceptual rendering is provided as Exhibit A for general reference. The project is anticipated to include, • Demolition of existing site elements, including: gazebo foundation, tree stumps, and existing paver walkways. • Clearing and grubbing of existing site for new improvements. Grading to improve site drainage. • Removal and storage of existing historical and dedication monuments and signs. • Installation of new gazebo, period-appropriate site lighting, ADA-compliant widened paver walks, water feature, landscaping, irrigation, electrical work, and safety bollards. 1. A new Gazebo, pathway lighting, removal of certain walkways, installation and widening of walkways, a new fountain, and G gardens and other general upgrades to the park. The design of this project is being provided by Rundell Ernstberger Associates. Design documents will be provided as a part of the final agreement and will be based on design decisions negotiated with the Operator during the scoping process. As part of the scoping process, the selected Operator may be asked to provide multiple maximum price budgetsfor several different scope options so the Board can make an informed decision on whether to move forward with all or various portions of the Project. The project budget is estimated to be at an amount not to exceed Nine Hundred Thousand Dollars ($900,000.00). The Board anticipates using cash reserves for funding. It is anticipated upon completion of the scoping period that the Board will hold a public hearing and adopt a resolution to move forward with the Project and selected Operator to complete the construction and development of the Project. If (1) the selected Operator is unable to produce satisfactory deliverables, including a desirable Project budget, or (2) the Board determines that the Project is not necessary based on the results of the scoping period, then the Board will begin a new scoping period with another Operator or cancel this RFPQ process. In either event, the resulting scoping period deliverables will be solely owned by the Board, and the Board may use the information from the scoping period deliverables for its future use and benefit. The Board will not reimburse the Operator for work completed during the scoping period.
