The navajo tribal utility authority ("ntua") invites qualified companies ("proposers") to submit a written proposal for turn-key engineering, procurement and construction ("epc") services and subsequent operations and maintenance ("o&m") services (together the "proposal") for the removal and replacement of four(4) existing photovoltaic solar generation facilities located on sites controlled by ntua on the navajo nation. Proposals are solicited for these services in accordance with the terms, conditions and instructions as set forth in this request for proposal and the attached exhibits (collectively the "rfp"). The facilities are being developed pursuant to a department of agriculture, rural utilities service ("rus") program, and will be subject to rus terms and approvals, including build america buy america (baba) requirements, as described below. Sample rus terms and conditions are attached hereto as attachment e. Ntua desires to have all work completed for the four existing facilities by the end of december 2026. To minimize procurement challenges (lead times, etc.), ntua would prefer the same technology and manufacturers be used for all four locations. Ntua is hereby issuing this rfp to solicit proposals from qualified contractors to provide proposals for all on-site work for site preparation, installation, operation, and maintenance services as further described in the scope of work in section iii and the attached exhibit (attachment f). The proposer shall perform all professional services as necessary to provide ntua with a complete design package including the requirements outlined in the scope of work and this rfp. The proposer shall install the individual facilities such that they are fully- operational and compliant with all applicable standards, building codes, utility interconnection requirements, and state, federal and navajo nation requirements. Question deadline 10/03/2025 answers to questions due to proposers october 07, 2025 answers to questions due to proposers october 07, 2025 all questions must be submitted in writing to andrea hale, contract administrator via email at andreah@ntua.Com. Ntua will only respond to written questions related to this rfp submitted by the question due date. All such emails should have "Ntua replacement pv facilities rfp - questions" in the subject line. Please be advised that all questions and answers, but not the name of the party posing the question, shall be shared with all proposers so no confidential information (name of proposer, pricing, etc.) should be included in the text of the submitted questions. Proposal and cost proposals shall each be submitted, electronically to andreah@ntua.Com in separate folders clearly marked as follows: for the proposal "do not open - ntua -replacement of existing pv facilities (solar) (proposal)" and for the cost "do not open - ntua - replacement of existing pv facilities (solar) (cost)" and received by the deadline indicated above. Ntua liability: the proposer agrees to indemnify, defend and hold harmless ntua and its officers, agents, employees, community representatives and volunteers from any and all claims, judgments, losses, damages, payments, costs, and expenses of every nature and description, including attorney's fees, arising out of or resulting from the proposer's negligent performance of work, as described in any agreement resulting from the rfp, including but not limited to the site inspection, and completion of its proposal. Rejection of proposals: ntua reserves the right to reject any or all proposals and to waive informalities in the proposals received whenever such rejection or waiver is in the best interests of ntua. Ntua reserves the right to reject any proposal based on deficient past performance, including projects conducted with ntua, other navajo nation agencies, the federal, state or local governments, or any commercial project Bond: the successful proposer will be required to supply a performance and payment bond in a form acceptable to the ntua upon execution of the epc agreement. The method of Contractor Selection has not been Determined at this time.
