Owner requests Proposals from qualified consulting firms (Firm) to provide Professional Services including study services, preliminary engineering report services, design services, pre-construction services, contract administration services, field engineering and inspection services, startup and testing services, operations and training services, and post-startup and certification services the Nansemond Treatment Plant Anaerobic Digester Capacity Improvements (NP015900) (Project). Information to be submitted to Owner in response to this RFP is outlined in Article 5. The Project is summarized as follows: Add digestion capacity to Nansemond Treatment Plant (NTP), likely in the form of a third 1MG (nominal) anaerobic digester tank, to meet solids loading requirements for future (37 MGD) flow conditions. This work includes ancillary equipment and space to house critical digestion components such as mixing and recirculation pumps, boiler and heat exchanger, centrifuge feed pumps, and all associated piping. Alternatives to achieve the needed increase in digester capacity will potentially be considered during a study. Siting of new facilities and process integration with the existing digestion, biogas, and dewatering systems will be a critical aspect of this project. This project will also include the replacement of the floating covers on existing Digester Numbers 1 and 2 which will require careful coordination with the plant to keep 2 digesters online at all times. The method of Contractor Selection has not been Determined at this time.
