Attention: Note that only the documents required by the Company under this call for tenders must be submitted with the tender, in order to avoid any situation that would result in the submission being restrictive or conditional DESCRIPTION SUMMARY OF SERVICES La Societe quebecoise des infrastructures (hereinafter the "Company") conducts a public call for tenders for technical services related to the collection and disposal of recyclable materials for the Quebec region. IMPORTANT NOTICES Attention: The Corporation has revised its contractual documents in order to comply with the amendments made to the Regulation respecting certain service contracts of public bodies, which came into force on March 20, 2025. We invite you to carefully read all the contractual documentation to take note of the changes made. QUEBEC ECONOMIC DEVELOPMENT This call for tenders contains requirements aimed at the economic development of Quebec. Please refer to the "Terms" section of this notice. Recommendation to submit electronically The Corporation has undertaken initiatives for its digital transformation and, as a result, strongly recommends that bidders submit their bids electronically through the BFOE. TENDER NOTICE TECHNICAL SERVICES 2 Authorization to contract/certify from Revenu Quebec It is strongly suggested that bidders apply as soon as possible, according to the requirements of the contractual documents, for a certificate from Revenu Quebec and, where applicable, their request for authorization to contract with the Public Procurement Authority, in order to ensure that these requirements are met before the deadline indicated in the Instructions to tenderers and/or in the additional Instructions. Non-participation in the call for tenders Any person or company that has obtained the contractual documents and does not submit a tender undertakes to fill out the form 'Questionnaire of non-participation' included in the contractual documents and to send ithere to the Company at the following email address: soutienadm@sqi.gouv.qc.ca DURATION OF THE CONTRACT The contract covered by this call for tenders is required for a period of 36 months from its effective date. The likely date of the start of services is December 1, 2025. TENDER GUARANTEE No tender guarantee is required. All bidders must note that if they refuse to proceed with their bid, the Company may reject any bid submitted by this bidder to the Company during the next two years. CONDITIONS Only the submitted bids that meet the following conditions will be considered: 1- The bidder must have an establishment where it carries on its activities on a permanent basis, clearly identified with their name and accessible during normal business hours in Quebec or in a territory covered by an applicable intergovernmental agreement. 2- Public tender reserved for small businesses in Quebec and elsewhere in Canada The bidder must be a small business in Quebec or elsewhere in Canada as defined in the Regulation respecting the definition of certain express for the purposes of Division IV of Chapter II of the Act respecting contracting by public bodies (CQLR, chapter C-65.1, r. 7.01). 3- Requirement for Quebec or other Canadian services The services provided by the successful bidder must be Quebec or other Canadian services, as defined in the Regulation respecting the definition of certain expressions for the purposes of Division IV of Chapter II of the Act respecting contracting by public bodies (CQLR, chapter C-65.1, r. 7.01), in accordance with the Supplementary Instructions. RECEIPT AND OPENING OF SUBMISSIONS Receipt of Submissions: a) Hard Copy Submissions: Hard Copy Submissions must be received at the Corporation's Submission Reception Counter, 525 Boulevard Rene-Levesque Est, Quebec G1R 5S9, no later than the deadline date and time indicated in the Additional Instructions. b) Electronically Submitted Bids: Electronically submitted bids must be received through no later than the cut-off date and time set forth in the Supplemental Instructions.
