Pursuant to Section 3-122-16.05 of the Hawaii Administrative Rules, a pre-bid conference shall be held for construction or design-build projects with a total estimated contract value of $500,000.00 or more. A pre-bid conference will be held at Frank Fasi Municipal Building, 650 South King Street, Honolulu, Hawaii 96813, 9th floor on September 10, 2025 at 10:00 A.M. All potential interested offerors, subcontractors, and union representatives are invited to attend. Pursuant to Section 3-122-16.05 of the Hawaii Administrative Rules, a pre-bid conference shall be held for construction or design-build projects with a total estimated contract value of $500,000.00 or more. Question Deadline 09/16/2025 Requests for clarification regarding this bid solicitation shall be directed to Cheryl Luga of the Division of Purchasing by email to bfspurchasinq@honolulu.gov. The CITY will accept requests for substitution submitted electronically to bfspurchasinq@honolulu.gov. All requests shall be received Requests received after this date may not be given consideration. Written request for substitution shall be e-mailed to bfspurchasing@honolulu.gov, or mailed hardcopy to: City and County of Honolulu Budget and Fiscal Services Purchasing Administrator 530 South King Street, Room 115 Honolulu, Hawaii 96813 The written request must be clearly marked SUBSTITUTION REQUEST on the envelope. Unless otherwise stated in the solicitation, six copies of the request must be submitted together with three sets of technical brochures which shall either be marked or be accompanied by three copies of a statement of variances. The statement of variances must list all features of the proposed substitution which differ from the solicitation, and must further certify that the substitute has no other variant features. The brochures must include sufficient evidence to enable the City to evaluate each feature listed as a variance. Should an unlisted variance be discovered after installation or delivery of the item, the Contractor shall immediately replace the item with the specified item at no cost to the City and without any extension to the contract completion time.
