This procurement is for a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract for multi-discipline Architect-Engineer (A-E) services focused on mechanical engineering projects under the cognizance of NAVFAC Hawaii. The contract will cover various locations primarily within the State of Hawaii, but may also include work worldwide. The contract includes a one-year base period, four one-year option periods, and a six-month extension option, with a total maximum fee of $20 million and a guaranteed minimum of $3,000. Firm-fixed-price task orders will be negotiated with no dollar limit per task order or per year. The scope of services includes functional analysis and concept development workshops, design-build and design-bid-build construction documents, engineering studies and reports, and post-construction award services such as technical consultation, submittal reviews, RFIs, site visits, and record drawings. Firms must demonstrate specialized experience in at least eight of thirteen relevant mechanical project types and in specified design/engineering services such as preparation of drawings/specifications and design-build RFPs. Key personnel must include disciplines such as mechanical, fire protection, fuels/POL, vertical transportation equipment (VTE), civil, architecture, structural, electrical, geotechnical, cybersecurity, and commissioning. All key personnel must be licensed in their discipline, with specific exceptions noted. Evaluation criteria include specialized experience, professional qualifications, past performance, quality control program, program management and capacity, firm location, and volume of work. Submissions must be made using SF330 and include supplemental attachments for specialized experience, key personnel resumes, and past performance questionnaires. Only electronic submissions via email or DoD SAFE will be accepted. Location: Naval Facilities Engineering Systems Command (NAVFAC) Hawaii Area of Responsibility, primarily within the State of Hawaii.
