Architectural and Engineering (AE) design services are required to upgrade the generator systems at the Nashville Campus of the VA Tennessee Valley HealthCare System (TVHS). The existing emergency power system lacks sufficient load capacity to support current and future needs. The project involves replacing five campus generators, underground fuel tanks, and associated emergency equipment. Scope includes installation of new generators, fuel tanks, enclosures, cabling/wiring, automatic transfer switches (ATS), controls, load shedding systems, physical security upgrades, testing, and commissioning. Design services will cover electrical, controls, fire protection, telecommunications, plumbing, architectural, mechanical, and structural disciplines. The AE firm will prepare complete contract drawings, specifications, technical reports, cost estimates, and provide support throughout the construction period. The construction budget is estimated between $10 million and $20 million, and the period of performance is 320 calendar days. This is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and only verified and visible SDVOSBs in the SAM.gov and SBA DSBS databases will be considered. Selection will be based on qualifications submitted via SF 330 forms, with evaluation criteria including professional qualifications, technical competence, capacity, past performance, geographic knowledge, reputation, claims history, and team experience.
