Site work and new construction of a fire / police facility in Pensacola, Florida. Completed plans call for the construction of a fire / police facility; and for site work for a fire / police facility.
The Escambia County Board of County Commissioners (ECBCC or County) voted to replace two (2) existing fire stations and add three (3) new fire stations to areas that dont have adequate fire protection coverage. Commissioners identified five (5) different locations: Pleasant Grove (Replacement), Myrtle Grove (Replacement), Paradise Beach (New-Bauer Road), Cantonment (New-Kingsfield Road), and Brownsville (New-Location to be Determined). This Request for Letters of Interest (RLI) pertains to the development, design, and construction of one (1) of those fire stations, the replacement of Pleasant Grove Fire Station. Question Submission Deadline: September 22, 2025, 2:00pm All inquiries concerning the solicitation, including, but not limited to, the scope of work, specifications, additional requirements, attachments, general or supplemental terms and conditions, must be submitted to the Office of Purchasing via email through the e-procurement portal hosted by OpenGov. All questions or inquiries must be received no later than the last day for questions stated on the cover page of the solicitation. Escambia County, through its Board of County Commissioners, intends to award a Contract for Design-Build Services to a single Team. The selected Design-Build Team (DBT) will be responsible for all aspects of the project, including but not limited to planning, design, owner approvals, permitting, construction, start-up, testing, and commissioning coordination. The DBT will be responsible for performing any necessary geotechnical investigations, construction surveying, environmental and hazardous materials assessments, utility connections, stormwater design and permitting, FDOT permitting (including intersections, turn lanes, and signal warrant/design), and subsurface condition investigations required for overall site engineering and development. Responsibilities also include equipment selection/coordination/installation (Contractor furnished, Contractor installed), equipment coordination/handling/installation (Owner furnished, Contractor installed), equipment coordination (Owner furnished, Owner installed) and activation coordination for the Project. This project consists of the demolition of the existing pre-engineered metal facility, which may be bid separately when the design is completed, or it may be bid with the construction project at the discretion of the County. The current Pleasant Grove Fire Station, constructed in 1986 as a pre-engineered metal facility, is insufficient to meet the current and projected operational and spatial requirements of the Fire Department. The facility's infrastructure also requires substantial upgrades to support, improve, and enhance essential daily operations. The project site consists of two adjoining parcels owned by the County with a combined total land area of approximately 4.52-acres. This first parcel, ID/Parcel #153S311001018004, is located at 9350 Gulf Beach Hwy, Pensacola, Escambia County, Florida and is the location of the existing Pleasant Grove Fire Station. The second parcel, ID/Parcel #153S311001008004, is located at 9360 Gulf Beach Hwy, Pensacola, Escambia County, Florida. The two parcels shall be combined into a single site for the design and construction of the proposed new fire station. The site plan shall allocate approximately twenty to thirty percent (20-30%) of the land area to be reserved for future expansion. This proposed new Pleasant Grove Fire Station will be designed and constructed using the Phased Design-Build (PDB) project delivery method. PDB was selected as the delivery method to allow the project to be completed in an expedited and cost-effective manner. The selected Design-Build Team (DBT) will be one that can demonstrate successful past experience on projects of similar size and scope and has the ability to complete this project on time and within budget.
