The Department of Technology, Management and Budget (DTMB) is requesting professional architectural and engineering services to perform Phase 100, 400, 500, 600 & 700 Professional Services for a project at the Coldwater Welcome Center, on I-69 NB. The intent of this selection process is to contract with a qualified firm to provide ad-hoc professional services to complete a study, architectural design and construction administration for repair or replacement of the standing-seam metal roof on the primary Welcome Center building that has ongoing water leaks into the facility. This request is to provide a Phase 100 Study, Phase 400 Preliminary Design, Phase 500 Final Design, and Phase 600 & 700 Construction Administration. Provide a complete PSC proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology, Management and Budget (DTMB) Project Statement (DTMB-0427), DTMB Billable Rate Professional Services Contract and the DTMB Request for Proposal Billable Rate Form (DTMB-0430) and the DTMB, State Facilities Administration, Design & Construction (DCD) policies & procedures for complete professional design services. DESIRED SCHEDULE OF WORK Contract Award: November 2025 Design: December 2025 - March 2026 (4 Months) Bid and Award: April - May 2026 (2 months) Construction: July 2026 - October 2026 (4 months) All questions should be emailed to Josiah Meyers at meyersj11@michigan.gov address no later than 2:00 p.m., Eastern on Wednesday, Oct 1, 2025. A graphic bar chart schedule (in weeks) indicating the PSC's proposed timeline for services based on a proposed PSC contract start date of December 1, 2025.
