2025 BAS Upgrades Waukesha County is seeking qualified contractors for a Building Automation System (BAS) upgrade at the Communication Center and Juvenile Center. The project involves replacing legacy Niagara Ax controllers with Niagara Tridium N4-compatible hardware, including a Jace 9000 and BACnet/IP controllers. The scope includes hardware installation, electrical work, programming, and integration into the existing N4 server. All work must comply with Haystack naming standards and maintain existing system functionality and graphics. Any questions regarding any of the project documents should be directed in writing to Javier Ramos, jxramos@waukeshacounty.gov. Final date/time for submission of questions will be 2:30 p.m. on Monday, September 29, 2025. Background Waukesha County DPW – Facilities Management Division is interested in upgrading the Building Automation Systems (BAS) at the Waukesha County Communication Center and the Juvenile Center from Niagara Ax to Niagara Tridium N4. The new controllers should be integrated into the existing N4 server. B. Scope of Services 1. Provide (1) Jace 9000 controller to replace the (1) Jace 6 at the Juvenile Center. In addition, there are two LON Raptor controllers at the Juvenile Center that should be replaced with open protocol BACnet/IP controllers that can be programmed through Niagara without the use of external tools. Controller should be Distech or other comparable controller as approved by owner. 2. Provide power supplies, I/O modules, communication cards, enclosures, and any accessories necessary for a fully functional system. 3. Provide electrician for installation of equipment. 4. Program the Jace 8000 & the new Jace 9000 controller to replicate the points and functionality from the existing Tridium Ax in Niagara N4. 5. Awarded contractor to provide software tools to view the existing database, points list, and programming. 6. The point naming shall follow the Haystack naming convention standards. Please reference https://project-haystack.org for more information. 7. Licenses for controllers must remain open and administrative login credentials supplied to Waukesha County. 8. The hours that work can take place physically onsite are Monday through Friday from 7am to 3:30 pm. 9. The programming of the graphics shall match existing graphics.
