Site work and paving for a road / highway in Columbia, South Carolina. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Aiken County is requesting Sealed Bids for roadway improvements and paving of approximately 3.7 miles of existing dirt road located in Aiken County. The roads to be paved are 0.3 miles along Magie Street (located in Wagener, SC), 1.9 miles along Buckboard Road (located in Wagener, SC) and 1.5 miles along Crossthorn Road (located in Wagener, SC) as outlined in the Plans and Specifications. Questions will be received via email only to procurement@aikencountysc. Questions will be received until October 1st 2025 2:00 p.m. The questions and answers (Q & A) will be posted to the Aiken County website October 8th 2:00 p.m. Phone calls will not be accepted. All contractors engaged in projects with Aiken County that, effective January 1, 2025, Aiken County will begin assessing liquidated damages for all projects that exceed their contractual deadlines. This policy will apply to all project contracts executed on or after January 1, 2025. This decision has been made following a review of current practices and reflects our commitment to maintaining high standards of service and efficiency in our operations. Historically, Aiken County has not enforced liquidated damages for delays associated with project completion of County owned projects. However, it has become evident that the absence of enforcing such measures has led to recurrent delays that adversely affect Aiken Countys operations, budgets, and community expectations. Contractors should carefully review contracts for clauses relating to project timelines and liquidated damages. Understanding these terms is crucial for compliance. Maintain open lines of communication with Aiken County officials regarding project progress and any anticipated delays. Early notification may allow for collaborative solutions to avoid penalties. The implementation of liquidated damages for late projects is a significant shift in Aiken County policy designed to foster accountability and efficiency in project delivery. Contractors are encouraged to proactively adapt to this change to minimize financial risks and ensure successful project outcomes. The County appreciates the cooperation of all contractors in adhering to this updated policy. Aiken County remains committed to fostering positive and productive relationships with our contractors while ensuring accountability and the efficient use of resources. Traffic Control shall conform to SCDOT shoulder Work with Minor Encroachment page 17 of the South Carolina Work Zone Safety Manual. The Contractor must have informed himself fully of the conditions relating to the construction of this project and the employment of labor thereon, to have inspected the site, and to have read and become familiar with all the bid documents, contract documents, and plans/sketches. Failure or omission to do so will not relieve a successful bidder of his obligation to furnish all material, equipment, and labor necessary to carry out the provisions of his contract. Insofar as possible, the Contractor, in carrying out his work, must employ such methods and/or means as will not cause any interruption of or interference with the work of other contractors. Restrictions: Contractor will need to work within the easements and right of way. Coordination shall be through the County Engineers Office. Safety Devices: Contractor shall provide all needed barricades and signs for safety and remove trash and debris from the work area daily. Damage to Property: Contractor shall be responsible for, and immediately take action to, repair or replace any damage adjacent to existing owner property for any reason. Any needed utilities shall be at the expense of the Contractor. Licenses & Permits: The Contractor is to obtain any licenses or permits required to perform this work at no additional expense to the Owner. The time of completion is (330) calendar days, and availability of all items must be confirmed prior to commencing work. Liquidated damages are five hundred ($500.00) dollars per calendar day. Written requests for additional time caused by unforeseen delays will be considered only if submitted in writing within ten (10) calendar days of event causing the delay. The work must commence on or before a date to be specified in a written Notice to Proceed from the Owner, and the project fully complete within the consecutive days thereafter, excluding major holidays. Security for Faithful Performance: For those contracts more than $50,000.00 in value, a Performance Bond of 100% of Bid and a Payment Bond for 100% of Bid shall be required. The Owner shall retain and hold ten (10) percent from each pay request until all work has been completed and approved by the County Engineer, and a Waiver of Lien submitted stating that all vendors have been paid for materials, labor, and supplies.
