Clark is soliciting proposals for the Ammonia Progressive Design Build Project at three Loudoun Water sites. The project will replace two existing aerated lagoon treatment facilities and upgrade a third facility that currently uses mechanical screening, secondary treatment by extended aeration, and chlorine disinfection. Work will occur at the following Loudoun County sites: Waterford Site: New WWTP with influent pump station, sequencing batch reactors, support building, and associated site/structural/electrical/architectural work. St. Louis Site: New WWTP with outdoor headworks, sequencing batch reactors, support building, and similar site/structural/electrical/architectural scopes. Elysian Heights: Upgrade of existing WWTP focusing on UV disinfection, electrical, instrumentation and control, and supporting site/structural work. RFI Deadline: September 25, 2025, at 2:00 PM Construction Start: March 2026
