The City of Escanaba is seeking bids for the acquisition and development of a 5.17-acre parcel of cityowned property. This Request for Proposals (RFP) outlines the requirements and evaluation criteria for a comprehensive development proposal. The chosen proposal will be one that not only demonstrates financial and managerial capacity but also aligns with the City's vision. Proposal Requirements Proposals must be comprehensive and address all items listed below. The City reserves the right to reject any proposal that is incomplete or does not meet the specified requirements. A. Financial Offer and Capacity o Offering Price: The applicant must clearly state their proposed offering price for the 5.17-acre parcel. o Development Cost Narrative: A narrative that describes the methodology and key assumptions used to arrive at the estimated total project cost. This narrative should explain how the applicant's experience, research, and market analysis inform their financial projections. o Financing: A detailed plan outlining the proposed financing sources for the project. Since borrowing is anticipated, a Letter of Support from a financial institution (e.g., bank, credit union) is required. This letter may confirm the applicant's pre-qualification or pre-approval for the necessary funding to complete the project, contingent upon the acquisition of the property. o Marketing Plan: A comprehensive marketing strategy that includes: o Target Audience: Identification of the primary target market for the proposed residential and/or commercial units. o Messaging and Branding: A description of the project's brand identity and the key messages that will be used to attract buyers/tenants. o Marketing Channels: A list of proposed marketing channels (e.g., digital advertising, print media, social media, real estate agencies) and how they will be used to generate interest. o Timeline: A timeline for the marketing activities, including pre-sales, grand opening, and ongoing promotions. B. Development Plan o Project Narrative: A detailed description of the proposed development, including the chosen development type and a clear explanation of how it benefits the community. o Community Integration: Describe how the project will be designed to fit into and complement the existing neighborhood. o Infrastructure Maintenance Narrative: A narrative must be provided describing whether the onsite infrastructure improvements (e.g., roads, sidewalks, lighting) will be privately maintained or if the applicant expects them to be turned over to the City for public maintenance. This narrative should outline the proposed maintenance plan and any legal or organizational structures (e.g., homeowner's association) required for private maintenance. o Sketch Plans: Provide conceptual site plans and architectural sketches (e.g., floor plans, building elevations) that illustrate the proposed layout, building locations, and design. o Comprehensive Development Milestones: Provide a comprehensive timeline with specific, key milestones and estimated dates for the project's development. This must include, but is not limited to, stages for: o Property acquisition and due diligence. o Permitting and final design. o Infrastructure improvements (specifically undergrounding power and extending sewer). o Vertical construction. o Final landscaping and project completion. C. Qualifications and Experience o Experience in Construction/Project Management: A summary of the applicant's experience in similar construction or project management endeavors. Include examples of past projects and their successful completion. o Source of Labor: Describe the proposed source of labor for the project, including a commitment to local labor and subcontractors where feasible.
