Closing Time: 1:00 PM (NT) Question Acceptance Deadline 2025/10/01 01:00:00 PM NDT (a) The work shall include the supplying of all labour, materials, equipment and services necessary for the execution and completion to NL Housing's satisfaction for the price tendered all the work described in the Tender/Contract documents are below: (1) Snow Clearing (a) The Contractor shall clear all snow from all parking lots, parking lot entrances, on site roadways, access roadways, turning areas, garbage dumpsters and fire lanes as indicated on Schedule "F" Maps (b) Snow clearing must commence whenever there is an accumulation of 5cm or (2") or more of snow or when wind conditions cause drifting to such a degree that it will impede the smooth flow of traffic. The Contractor must visit the site when the conditions are doubtful to make sure there will be no impediment to the flow of traffic. (c) When overnight snowfalls or drifting occurs to such a degree to warrant snow clearing, then all areas are to be cleared not later than 07:00a.m. This will be strictly enforced unless a snow storm is in progress. Fire lanes must be kept open and free of snow and ice at all times. (d) The Contractor must plow/clear snow to the extremities (curb to curb/ edge to edge) to prevent ice build up and beyond where approved by NL Housing of all the areas being cleared; (See Maps - Schedule "F") (e) Snow shall be cleared in such a manner to avoid leaving a build-up of any snow or ice. Any such build-up of snow or ice left on cleared areas or as requested by NL Housing is to be removed at no cost to NL Housing. (2) Ice Control for the Prevention of Slippery Conditions. (a) The Contractor shall take every reasonable precaution to ensure that slippery conditions on the site are avoided at all times including weekends and holidays. Special attention shall be paid to less travelled areas (i.e. Parking spaces) to provide for maximum safety of pedestrian traffic. Sand should be applied between 07:00am to 07:30am immediately following snow clearing operations. (b) The Contractor should ensure that sand is applied at sufficient frequencies to prevent slippery conditions at all times. Special attention should be paid to areas where run offs occur and freeze overnight. Should the Contractor fail to comply with these requirements, he may be held liable for any accidents that occur either during the week or weekends. (c) If conditions warrant, NL Housing may request the Contractor to spread additional sand. (d) Sand used to prevent slippery conditions and for ice control is to be free from all foreign materials such as sticks, roots, mud, etc. and shall be capable of passing through a number 4 sieve. (e) The Contractor will ensure that any build-up of ice is avoided at all times. Should a build up of ice occur, then the Contractor is to remove the ice build-up at no cost to NL Housing. (3) Protection and Making Good (a) The contractor shall upon award of the contract and prior to the commencement of any snow clearing operation during each year of the contract be permitted to erect suitable markers to identify the location of concrete curbs, lawns, fire hydrants, fencing, etc. All markers are to be painted with easily identifiable fluorescent paint. All markers and locations are to be approved by NL Housing. (b) The Contractor shall ensure that Housing's property including such things as curbs, lawns, fencing, signs, etc. are not damaged while work is being carried out under this contract. Any damage to property is to be repaired at a time satisfactory to NL Housing and at no cost to NL Housing. (c) All makers are to be removed at such time as directed by NL Housing. (4) Sand Removal (a) The contractor is responsible for the sweeping and removal of built-up sand debris, no later then three (3) weeks after the final snow melt. A schedule of sweeping shall be provided to the Corporation so it can be passed on to the tenants with advanced notice so vehicles can be temporarily relocated. If the schedule gets delayed (weather, etc...) It will be the contractor's responsibility to notify tenants. A tenant contact list can be provided to the successful bidder.
