The Village of Cape Vincent invites qualified and licensed landscape architects and/or engineering consultants, duly licensed in the State of New York, to submit proposals to provide professional design, engineering, permitting and construction management services for two key components of the Village's revitalization efforts funded through the New York Department of State NY Forward Grant Program. Question Deadline 09/19/2025 All questions must be submitted in writing to: themayor@villageofcapevincent.org The selected consultant(s) will perform the following tasks for Project Component 1 and Project Component 2, as outlined below: Task 1: Consultant Selection & Compliance Retention of professional services in accordance with NYS General Municipal Law. Written certification from the Village's municipal attorney or financial administrator confirming compliance with procurement law. Preparation of detailed subcontracts/work plans aligned with grant requirements. Task 2: Draft Design Develop draft design documents based on the Village's Downtown Revitalization Strategic Investment Plan. Include maps, data tables, site analysis, and other supporting design content. Revise draft based on NYS Department of State (DOS) feedback. Task 3: Environmental Quality Review (SEQRA) Prepare necessary documents for SEQRA compliance and determination of significance. If required, develop a Draft Environmental Impact Statement. Task 4: Final Design & Construction Documents Prepare detailed construction drawings, plans, specifications, and cost estimates. Documents must be sealed and certified by a licensed professional engineer, architect, or landscape architect in New York State. Incorporate Department feedback prior to final submission. Task 5: Permitting Prepare and obtain all necessary local and state permits, including floodplain compliance certification if applicable. Task 6: Construction Bidding Assistance Prepare bid invitation for construction services. Assist with contractor selection and bid review. Draft construction contract including detailed milestones, payment terms, and deliverables. Task 7: Construction Support Provide construction management and site inspections. Submit periodic progress reports, photo documentation, and punch list evaluations. Task 8: Project Completion o Certify completion in compliance with design specs and permits. Provide as-built drawings certified by a licensed NYS professional. Submit final report with photographs and completion certification. The Contractor and Department of State have established an overall goal of 30% for Minority and Women-Owned Business Enterprises ("MWBE"), comprised of specific goals of 15% for Minority-Owned Business Enterprises ("MBE") participation and 15% for Women-Owned Business Enterprises ("WBE") participation. Service-Disabled Veteran-Owned Set Aside: No Total MWBE Participation Goals: 30% Service-Disabled Veteran-Owned Business Contracting Goal: 0% Disadvantaged Owned Sub-Contracting Goal: 0% The Village reserves the right to reject any or all proposals and to waive informalities in the selection process. The method of Contractor Selection has not been Determined at this time.
