It is the intent of this Invitation to Bid (ITB) for Blount County TN Government, on behalf of Blount County Schools, to procure HVAC replacement services for William Blount High School 9th Grade Academy, 1126 William Blount Dr, Maryville, TN 37801 as outlined in the documents of this bid invitation. Each Bid must be accompanied by: 1. Bidders Bond in the form of a surety bond in the sum of not less than five percent (5%) of the total amount of the Bid, including any additive alternatives; 2. Business Tax License Affidavit; 3. Bid Cover and Contractor Information Page; 4. Drug Free Workplace Affidavit; 5. Iran Divestment Act Certification; 6. NonBoycott of Israel Certification; 7. Title VI form; 8. W-9 Form; 9. System Warranty Information; 10. Manufacturers Certification Letter; 11. Background Compliance Check Form; 12. Non-Collusion Affidavit The successful Bidder will be required to furnish a satisfactory Performance Bond and Payment Bond in the full amount of the bid. All bonds shall be from a Surety Company which is acceptable to Blount County and which is registered in the Federal Register, Part II, Department of the Treasury, Fiscal Service, Companies holding Certificates of authority as acceptable sureties on Federal Bonds and as acceptable reinsuring companies; notice and authorized to transact business in the state of Tennessee. Attorneys-in-Fact who sign any bonds must file with each instrument a certified and effective dated copy of their power of attorney. All Bidders must be licensed in the specialty category of "Roofing" (BC-21) and "Sheet Metal" (BC-20) as required by the Contractors Licensing Act of 1976, enacted by the General Assembly of the State of Tennessee on March 21, 1976, as currently amended. No Bidder will be permitted to withdraw his/her Bid within 90 days after the date of opening of Bids. Although evaluation of received Bids will consider lowest cost, Blount County has no obligation to make an award based on lowest cost alone. Lowest cost will be considered among a number of factors, including, but not limited to, integrity, performance, licensing, certification, specialized experience, legal compliance, financial solvency, industry reputation, technical capability and prior experience with the Consultant and/or Owner. Blount County will also consider responsiveness to the Instructions to Bidders and compliance therewith. Blount County has no obligation to make an award and reserves the right to waive any non-material bid defects, reject any or all bids, and /or terminate the selection process at any time. The Construction Contract and the detailed Specifications contain the provisions required for the construction of the Project. No information obtained from any officer, agent, or employee of Blount County on any matters shall in any way effect the risk or obligation assumed or relieve Bidder from fulfilling any of the conditions of the Contract. Bidder must agree to commence work on or before a date to be specified in a written "Notice to Proceed" of the Owner and to fully complete within a timely period as Bid Stipulated.
