Completed plans call for the construction of a playground / park / athletic field; for the renovation of a playground / park / athletic field; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
As set forth in the Project Bid Documents, the proposed work consists of the new construction of eleven (11) buildings distributed throughout Ontario Grand Park to support both visitors and park staff. The scope includes structural and architectural work for each building, as well as coordination with site work performed under Landscape and Civil contract drawings. In general terms, the Project includes the following: As set forth in the Project Bid Documents, the proposed work consists of the new construction of eleven (11) buildings distributed throughout Ontario Grand Park to support both visitors and park staff. The scope includes structural and architectural work for each building, as well as coordination with site work performed under Landscape and Civil contract drawings. Phase A will be the Northwest portion of the Park on the corner of Archibald Ave and Grand Park St. See exhibit "Grand Park Phase A." This will include the dog park, restroom, parking lot and all trails that are included in the exhibit along with any utility work that will be needed to make the amenities in this Phase operable. Phase A is intended to open before the rest of the park, early summer 2026. The buildings feature varied exterior wall systems including wood framing and concrete masonry units (CMU), with standing seam metal roofing. Interior construction includes gypsum wallboard partitions on metal studs and CMU interior walls. Restrooms, acoustical ceilings, lighting, and HVAC systems are included where noted in the construction documents. This project requires coordination with site improvements and adherence to design intent as established by SWA Landscape Architect. The bidder must attach a pdf file to the electronic bid submission containing all the completed and signed Bid Documents including a Bid Bond. Bidder must comply with SB854 - Public Works Contractor Registration Program. Bidder may begin bid process at any time prior to the bid deadline. Select "Place e-bid" to start entering bid information. Information entered is viewable only to bidder and may be saved, changed, or withdrawn up until the deadline. Upon selection and notification of award, contractor will be required to submit a Payment Bond and a Performance Bond each for 100% of the total bid amount. Insurance limits are non-negotiable, and awardee will need to provide certification as specified in Bid Documents. It is the Design-Bid-Build Entity's responsibility to become familiar with the contract documents in their entirety. Proposers must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Questions sent directly to City Staff will not be addressed and you will be directed to submit your question(s) online. Although price is a factor in selection of contractor, award may not be made strictly on the basis of lowest bid if bid requirements are not met. The City reserves the right to waive any immaterial irregularity in any bid if it is determined to be in the best interest of the City to do so. Data entered may be "saved" or "submitted" and revised or withdrawn up to the closing deadline. The Response File is MANDATORY and the Bid Management System will not accept your submission unless a "Response File" attachment is uploaded. Vendor must attach PDF of completed Proposal as a General Attachment(s). Please upload all requested documents. Vendor must attach PDF of completed Non Collusion Declaration form as a General Attachment. Vendor must click the "Submit" button at the bottom of the page to receive a confirmation number. Submitted proposals may be saved, modified or withdrawn up to the submission deadline. The bid management system will not accept late proposals and no exceptions shall be made. The bidder is solely responsible for "on time" submission of their electronic bid. The City will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number with a time stamp from the Bid Management System indicating that bid was submitted successfully. Transmission of bids by any other means will not be accepted. Bidder shall be solely responsible for informing itself with respect to the proper utilization of the bid management system, for ensuring the capability of their computer system to upload the required documents, and for the stability of their internet service. Failure of the bidder to successfully submit an electronic bid shall be at the bidder's sole risk and no relief will be given for late and/or improperly submitted bids. A personal or company check will not be accepted. This is a State Prevailing Wage Project. List all subcontractors being paid in excess of 1/2 of 1% of the total bid amount. Absent a named sub for any portion of the work, Bidder agrees he is qualified and will perform that portion of the work Bidders may not bid as a prime and also submit a bid as a subcontractor. It is the bidder's responsibility to become familiar with the contract documents in their entirety. All forms in the bid booklet must be properly completed to be deemed responsive. Award of contract will be made by City Council. Bidders must submit all questions pertaining to this bid through the City's Online Bid Management System, by selecting the "Q&A" tab. Final determination as to equivlency is the sole prerogative of the City. List of pre-bid meeting attendees will be available in the bid management system. Attendees must be registered as a vendor in order to be listed. The City has established a local preference to vendors located within the City limits of Ontario a 2% advantage in the City's determination of low bid, and a 1% advantage of vendors outside the City but within the County of San Bernardino.
