Annual preventative maintenance services are required for seventeen Automatic Transfer Switches (ATS) and one Manual Transfer Switch (MTS) located throughout the VA San Diego Healthcare System. The contractor must perform manufacturer-recommended maintenance procedures for each switch, including those from Russelectric and Generac, following specific manuals and sections. Maintenance must be scheduled with the VA San Diego Electrical Shop and carried out with minimal disruption to medical services, prioritizing patient care. Work may be scheduled after hours to reduce operational impact. The contractor must hold all necessary licenses, maintain liability and property damage insurance, and comply with all applicable safety regulations including OSHA standards, NFPA 70E, and asbestos certification requirements for designated areas. All personnel must wear identification badges, adhere to VA policies regarding weapons, smoking, and parking, and follow procedures for access and work hours. Invoices must be submitted electronically via the Tungsten Network upon satisfactory completion of work, and must include detailed service information.
