The Clark County Engineer is requesting Letters of Interest (LOI) from consultants for Right of Way Acquisition Services for two individual contracts: Contract A - Right of Way Acquisition Services and Contract B - Appraisal Review for the CLA-CR 335-0.00 (Spangler Road) safety project in Clark County. The project begins at Restoration Park Drive (near I-70) and terminates near Middle Street in the unincorporated village of Medway. The proposed countermeasures to improve safety on the corridor include: Regrade the earth levy at Restoration Park Drive to improve sight distance from Restoration Park Drive; Re-align the Union Road intersection to improve sight distance from the intersection, add a northbound right turn lane, and improve intersection warning signs and lighting; Raise the Spangler Road profile to elevate the roadway out of the 100-year floodplain from just north of Union Road northward to the bridge in Medway; Widen shoulders and install rumble stripes; regrade ditches; and remove trees within the extended right-of-way; Upgrade the traffic signal and install left turn lanes at the intersection with Lower Valley Pike; Replace and widen Spangler Road Bridge #1243 located just south of Medway to accommodate the proposed northbound left turn lane at the signalized intersection and to improve the curved alignment entering the bridge on its south side; The project will require right of way acquisition in the form of permanent and temporary takes on approximately 46 parcels (18 ownerships). All work under the agreements will conform to the applicable provisions of the ODOT Right of Way appraisal and acquisition policies. Services will be in compliance with the most current Scope Definitions for right of way services as published on the ODOT Contract 1: Right of Way Acquisition Services Contract 2: Right of Way Acquisition Services for Appraisal Review A consultant cannot perform both appraisals/relocations and appraisal/relocation review but can apply for both services. Consultants should indicate in their LOI which services they are interested in providing based upon their ODOT prequalification(s). Consultants are encouraged to indicate their interest in one or more of the services. Estimated Construction Cost: $4,033,241.00 Prequalification Requirements for This Agreement Are Listed Below. For All Prequalification Categories Other Than Financial Management System Evaluation the Requirement May Be Met by the Prime Consultant or a Subconsultant. Also, Please Note That Only Individuals (Not Firms) Are Prequalified for Right of Way Acquisition Services. In Instances Where Prequalification for These Services is Required, a Prequalified Individual, Either Employed by the Prime Consultant or a Subconsultant, Must Be Named in Order To Meet the Requirement. For Agreements That Require Prequalification in Financial Management System Evaluation, the Prime Consultant and All Subconsultants That Provide Engineering and Design Related Services Must Be Prequalified in This Category. It is anticipated that the selected Consultant will be authorized to proceed by December 4, 2025. The Right of Way Acquisition work must be completed within nine (9) months from the date of authorization, or by October 26, 2026, whichever is more restrictive.
