Albuquerque Public Schools is the largest school district in New Mexico and one of the nation's largest school districts, covering more than 1,230 square mile geographical area. Currently, APS has 13 high schools, 2 K-8 schools, 12 schools of choice, 27 middle schools, 88 elementary schools plus 29 APS authorized Charter schools. APS has approximately 75,000 students and 11,000 employees. An elected Board of Education composed of seven members serving staggered terms of four years each governs APS. The Superintendent is Dr. Gabriella Blakey. The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of On-Demand Solar Photovoltaic Services. Albuquerque Public Schools (APS) is requesting competitive, qualifications-based proposals with the intent of securing On-Demand ("On-Call") contracts with one or more entities for the following services: 1. Turnkey Solar Photovoltaic System Design, Installation, Replacement 2. Solar Photovoltaic System Service and Maintenance These solar systems may or may not incorporate energy storage. While the storage component is a desirable attribute, it is not a requirement for contract award. Proposers' RFP response should address all areas of interest adequately to demonstrate their qualifications to perform the work. Upon award, contractors will be required to submit priced proposals for each individual project before performing work. Proposals will be reviewed for compliance with this RFP. Requirements for Solar PV Design o Engineering degree in related field o Minimum 5 years' experience in solar PV design for grid-connected and/or off-grid systems for commercial/institutional clients o Experience designing PV systems of at least 50kW capacity o Experience with utility interconnection agreements, permitting, and code compliance o Experience in designing for multiple buildings organized into one system in a campus environment preferred o Experience designing battery storage, peak management, backup generators desirable Requirements for Solar PV Installation & Maintenance o Appropriate electrical licenses and certifications, including New Mexico EE-98 o NABCEP certification preferred o Minimum 5 years' experience installing solar grid-connected and/or off-grid PV systems o Experience in ground mount and roof mount solar PV systems o Experience with low voltage wiring and internet enabled control/monitoring of associated equipment o Experience installing/servicing battery storage and backup generators desirable Question Deadline 09/22/2025 at 5:00 PM MT All written questions must be addressed and submitted to the Buyer Robert Rodarte Phone Number 1-505-878-6125 E-Mail Robert.rodarte@aps.edu. Licensing Requirements: The successful contractor/s shall be properly licensed with New Mexico Construction Industries Division. The Contractor/s must identify all issued licenses, which comply with the APS Standards and Specifications, as identified in the "Land Scape Directives 2014". Bid Security (Bond): In accordance with NMSA 1978, 13-1-146, bid security must be submitted with proposal in the amount equal to at least five percent of the amount of the bid. Bond must be satisfactory to APS, executed by a surety company authorized to do business in the State of New Mexico. Not applicable for this RFP submittal. Performance and Payment Bonds: In accordance with NMSA 1978, 13-4-18, the successful Offeror, upon notification of the award of the contract shall deliver the required performance and materials/payment bonds in the amount of one-hundred percent (100%) for any project which exceeds twenty-five thousand dollars ($25,000.00) or satisfactory evidence that such bonds will be furnished within seven days. Bond must be satisfactory to APS, executed by a surety company authorized to do business in the State of New Mexico. In accordance with NMSA 1978, 13-1-131, this RFP may be canceled or proposals may be rejected in whole or in part when it is in the best interest of Albuquerque Public Schools.
