CHA is the third largest public housing authority in the nation and the largest single owner of rental housing in Chicago. Through its public housing and voucher programs, CHA serves 135,000 people in over 65,000 households across all 77 of Chicago's community areas. CHA's mission is to create and sustain strong communities where seniors thrive and everyone can unlock their economic power, ensuring that every neighborhood in Chicago has quality affordable housing and everyone feels welcome. Robert Brooks homes were built in 1943. The property located in the Near West Side community, which consisted of 835 row homes and featured masonry exterior walls and concrete floors. The property was renovated between 1997 and 2000. The buildings typically have five to eleven residential units in each and are comprised of one-to-four-bedroom units. In order to better enhance the residents' quality of life, 38 two-story buildings at Brooks Homes will undergo comprehensive apartment retrofitting and new plumbing, electrical, and HVAC systems. The CHA desires to prioritize energy conservation and material sustainability throughout the project designs. CHA requires compliance with the City of Chicago's energy code requirements, which will result in a more environmentally friendly and efficient residence. Design for Phase I is underway, Phase II is scheduled to commence in Fall 2025, and Phases IIIVIII are expected to start in February 2026. CHA seeks to contract with an Architectural Firm to make assessments of the existing environment and systems, provide design documents to correct deficiencies or enhance livability suitable for bidding, and provide technical and administrative support throughout the bid and award phases. The expected contract term is five years from the Notice to Proceed. Respondents shall be required to submit a firm and fixed price for activities itemized in the scope of service, as well as provide job role and hourly rates for additional services not included in the scope but may be encountered. CHA reserves the right to cancel this procurement process whenever the best interest of CHA is served. CHA shall not be liable for costs incurred by Respondents associated with this procurement process. CHA reserves the right to reject any and all proposals and reserves the right to secure services solicited by this RFP by means of a non-competitive procurement in accordance with 2 CFR 200.320 (c) or to re-solicit competitive proposals.
