This is a non-personal services contract for vault toilet holding tank pumping at U.S. Army Corps of Engineers (USACE) fee-owned areas managed by the Lower Granite Natural Resource Management (NRM) office in Clarkston, Washington. The contractor shall remove outhouse waste by pumping vault toilets listed in the Estimated Pumping Frequency Table. The contractor is responsible for all labor, equipment, and materials necessary to perform the work, including hauling sewage in watertight containers, adding fresh water after pumping, and disposing of waste at Washington State-approved facilities in compliance with all applicable laws. The contractor must also remove excessive trash from vault toilets and repair any damages caused during service. The contract includes environmental protection requirements, such as minimizing pollution, proper disposal of chemicals, and cleanup of any spills. Safety requirements include compliance with USACE Safety and Health Requirements Manual EM 385-1-1, preparation of an Accident Prevention Plan (APP), and use of appropriate personal protective equipment (PPE). The contractor must also adhere to general and physical security requirements, including access control procedures, suspicious activity reporting training, and employment eligibility verification via E-Verify. The period of performance is twelve months, from October 1, 2025, to September 30, 2026, with services requested as needed.
