Renovation of a pre-engineered storage facility in East York, Pennsylvania. Completed plans call for the renovation of a 44,036-square-foot, two-story above grade pre-engineered storage facility.

The work includes the furnishing of all labor, materials and equipment necessary to complete the work as shown on the Drawings and as described in the Specifications. The building is designed and constructed for the purposes of receiving, off-loading and handling solid waste product. The building is a pre-engineered metal building structure with a concrete slab on grade suitable for heavy truck traffic, with a drive-through vehicle aisle, with overhead doors at each end; a seven [7] bay off-loading tipping floor with two [2] push walls; two [2] refuse pits and two [2] associated drive-through vehicle loading tunnels, with overhead doors at each end; a stair tower; and, an equipment room, an electrical / I.T. room, and, a fire sprinkler riser room. Bids will be received for a four separate prime Contracts, listed below. Bids shall be on a lump sum basis as indicated in the Bid Form. o Contract 1 - General Construction o Contract 2 - HVAC o Contract 3 - Plumbing/Fire Suppression o Contract 4 - Electrical Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. 1. General Construction: a. Site Preparation including but not limited to: i. Installation of erosion and sediment pollution controls ii. Excavation and grading for construction of a ~22,400 SF transfer station building and associated site features. b. Procurement and installation/construction of an approximately 22,400 sf transfer station building. c. All construction activities related to utility connections, terminations, or modifications outside five (5) feet from the building envelope shall be the responsibility of the General Construction Contractor. d. Coordination of work under the contracts (General Construction, HVAC, Plumbing, and Electrical) for the Blackbridge Road Transfer Station. e. Stormwater management including installation of all related control features. f. Earthwork and Grading, as required by project plans. g. Retaining Wall Construction, per design specifications. h. Roadway Modifications and Improvements, including access drives and tie-ins to existing infrastructure. i. Site Signage, including traffic control, facility identification, and regulatory signage. 2. HVAC: a. All HVAC work required for the Blackbridge Road Transfer Station Construction project included in the contract drawings, technical specifications, and contract documents. b. The HVAC Contractor is responsible for all HVAC related work within the building and extending up to 5 feet outside the building envelope, including all equipment, connections, and utility terminations within this boundary. 3. Plumbing/Fire Suppression: a. The Plumbing Contractor is responsible for all plumbing and fire sprinkler/protection. b. The Plumbing/Fire Suppression Contractor is responsible for all related work within the building and extending up to 5 feet outside the building envelope, including all equipment, connections, and utility terminations within this boundary. 4. Electrical: a. All Electrical work required for the Blackbridge Road Transfer Station Construction project included in the contract drawings, technical specifications, and contract documents. b. The Electrical Contractor is responsible for all Electrical related work within the building and extending up to 5 feet outside the building envelope, including all equipment, connections, site lighting and utility terminations within this boundary Question Deadline 10/15/2025 at 5:00 PM ET Questions will be received at online. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, color, identity or expression, sex, sexual orientation, religion, natural origin, disability or any other characteristics protected by applicable law. The Owner reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids and to waive any omissions, errors, mistakes, defects, or irregularities in any Bid at its sole discretion. Pre bid meeting notes: Representatives of Owner will be present to discuss the Project. Bidders shall attend and are encouraged to participate in the Conference. YCSWA will transmit to all Plan Holders of record such Addenda as the Owner considers necessary in response to questions arising at the Conference.
