General work description: The County of Yuba is accepting proposals for On-Call Construction Management and Plan Checking Services for various locally funded projects. Yuba County is looking for Consultants that will work on various County projects providing Construction Management and/or Plan Checking Services. Projects will include, but not limited to, locally funded capital improvement projects that will be related to drainage, road improvements, bridges, etc. and private development projects. Question Submission Deadline: October 2, 2025, 2:00pm Question Response Deadline: October 3, 2025, 2:00pm The County of Yuba is accepting statements of qualifications (SOQ) for on-call construction management and plan checking services for various projects through the 2026-2029 construction seasons (3-year agreement). The County of Yuba will award at least one (1), and up to three (3), contracts with a maximum aggregate contract total of $2,000,000.00. The projects will be constructed using local funds. There is no DBE goal for this project. Consultants will be coordinating with developers and contractors and managing construction work to verify completion in accordance with the County of Yuba Improvement Standards and Standard Plans, and approved conditions. Consultant should have staff qualified to perform improvement plan checks on an as-needed basis. Additionally, the consultant should have staff qualified to support construction of locally funded capital improvement projects on an as-needed basis. Scope of Services The following is a list of tasks required to do this work. Consultants preparing a SOQ should elaborate on these tasks, including their interrelationship, within their SOQ. 1. Resident Engineer/Structure Representative (As Needed) The RE shall be a California Registered Civil Engineer and senior-level engineer The RE shall have a working knowledge of County, CalTrans, HBP, and FHWA procedures and requirements Provide a constructability review of the plans, specifications, and estimate and deliver comments to the County Perform project resident engineer duties in accordance with the CalTrans Local Assistance Procedures Manual, Yuba County policies and procedures, and CalTrans Construction Manual Act as structure representative for construction projects that include structures Attend preconstruction meeting, weekly construction meetings as needed, and critical days for structure construction at the construction job-site Assist County with redline drawings and as-builts 2. Provide Construction Inspection Services Maintain available staff to dispatch construction inspectors on an as-needed basis Inspectors shall have a working knowledge of County, CalTrans, and FHWA procedures and specifications. Inspectors shall be experienced in roadway, bridge, drainage, and subdivision construction Attend pre-construction meetings Make site visits Observe, photograph, document, and report on project progress, significant discussions, and daily construction activities Interpret drawings and specifications and discuss deviations Inspect construction to ensure methods and materials comply with plans and specifications Coordinate and correspond with contractor's, developers, and other outside agencies in-person, and via email, representing the County Assist with progress payments Deliver daily reports, quantity sheets, project photographs, and red-line drawings Prepare punch lists and coordinate, and conduct, final inspections. Assist with project closeout The County estimates a consistent inspection workload, on a weekly average, 35 hours per week for a duration of three construction seasons. This workload will be for inspection of subdivision improvements. 3. Provide Plan Checking Review and approve private development plans and County improvement plans Review construction plans and specifications and verify accuracy and completeness and conformance with applicable requirements. 4. Provide Office Engineer Services Office engineers shall have a working knowledge of the Caltrans Local Assistance Procedures Manual, Yuba County policies and procedures, and Caltrans Construction Manual Office engineers shall be experienced in roadway and drainage construction Coordinate and correspond with contractor's and other outside agencies in-person, and via email, representing the County Document contract progress Assist with change orders and progress payments Attend weekly construction meetings Review contractor certified payroll Enforce contract, and DIR, labor compliance provisions 5. Dispute and Audit Representation Consultants attend and represent the County in any dispute meetings and audits (as applicable). Review potential CCOs for merit prior to approval. Consultant shall be fair in all negotiations but maintain the County's best interests. The above is a partial list of tasks. It is the proposer's responsibility to expand upon this list and clearly define the tasks required to successfully complete the project.
