Renovation of a municipal facility in Marysville, California. Completed plans call for the renovation of a municipal facility.

Contractor agrees to provide to the California Department of Transportation (Caltrans) all labor, materials, tools, equipment, supplies, travel, and incidentals necessary to clean, prepare, and paint, approximately 8,000 square feet of the exterior walls and approximately 400 square feet of interior walls, including roof flashing, handrails, and concrete curbs. The services shall be performed at the Caltrans District 3 Equipment Shop front office building, located at 981 North Beale Road, Marysville, CA 95901, in Yuba County. Refer to the Proposed Form of Agreement, Exhibit A, for a more complete description of services. "This solicitation is authorized pursuant to Government Code Section 14838.7, which provides for the award of contracts for the acquisition of construction, including the erection, construction, alteration, repair, or improvement of any State structure, building, road, or other State improvement of any kind, that has an estimated value of greater than $5,000.00, but not more than $461,000.00, to a certified SB, including a micro business (MB), SB for the purpose of public works (SB-PW), or a disabled veteran business enterprise (DVBE). A bid over $461,000.00 will result in rejection of your bid due to non-responsiveness." This contract requires Prevailing Wages if the total bid amount exceeds $15,000. If the total bid amount is under $15,000, then Prevailing Wage language will be removed prior to award. Refer to Attachment 3, Proposed Form of Agreement, for requirement details. Contractor agrees to provide to the California Department of Transportation (Caltrans) all labor, materials, tools, equipment, supplies, travel, and incidentals necessary to clean, prepare, and paint, approximately 8,000 square feet of the exterior walls and approximately 400 square feet of interior walls, including roof flashing, handrails, and concrete curbs. 2. The services shall be performed at the Caltrans District 3 Equipment Shop front office building, located at 981 North Beale Road, Marysville, CA 95901, in Yuba County. 3. Refer to the Proposed Form of Agreement, Exhibit A, for a more complete description of services. B) Bidder's Minimum Qualifications 1. Bidder must possess at time of bid submittal and for the duration of the Agreement, a valid and current C-33 (Painting and Decorating Contractor) license issued by the California Contractors State License Board (CSLB). Contractor shall furnish paint and paint the exterior of the front office building, as identified on Plot Map (Attachment A). B. Contractor shall furnish paint and paint all the walls and surfaces in accordance with the Plot Map (Attachment A) and as follows: 1) All exterior walls and under overhang: Sherwin Williams Westchester Grey (SW2849), or equivalent. 2) Roof flashing, trim, face of overhang, and handrails: Sherwin Williams Snowbound (SW7004), or equivalent. 3) Concrete curbs, entrance steps, and top of ramp pony wall: Sherwin Williams Positive Red (SW6871), or equivalent. 4) Specified top and bottom paneling of office windows: Sherwin Williams Tricorn Black (SW6258), or equivalent. 5) Interior lobby walls: Sherwin Williams Extra White (SW7006), or equivalent. 6) Interior and exterior of pump house, including all-entry man door and vents: Sherwin Williams Westchester Grey (SW2849), or equivalent. C. Contractor shall examine surfaces to be painted before beginning work and identify any issues or obstacles that need to be addressed prior to painting. Any identified problem areas or obstacles shall be reported to Caltrans Contract Manager immediately via email or in writing. D. Preparation 1) Contractor shall patch surfaces, as needed, prior to painting. 2) Contractor shall steam clean or pressure wash at a minimum of 4,500 pounds per square inch all surfaces, windows, walls, and panels from the roof flashing to the ground with detergent. a) Contractor shall apply detergent, such as Simple Green, Krud Cutter, or equivalent to all surfaces, and scrubbed as necessary until clean. b) Contractor shall bleach off any mold found before pressure washing. This process shall be redone until surfaces are ready for paint. c) Contractor shall submit datasheet(s) to Caltrans Contract Manager of proposed equivalent detergent and receive written approval prior to deviating from Simple Green or Krud Cutter. d) Contractor shall inspect and provide a joint warranty for adhesion prior to painting. 3) Contractor shall clean and dry all surfaces to be free of dirt, oil, efflorescence, encrustations, and any other foreign matter. 4) Contractor shall roughen or etch glazed surfaces on concrete to uniform texture. 5) Contractor shall clean all ferrous metal surfaces to remove oil, grease, and foreign matter with Great Lakes Extra Muscle cleaner, or equivalent, and prime within three (3) hours after preparation. 6) Contractor shall clean metal to remove loose primer, paint, and rust prior to painting. 7) Contractor shall prime any bare metal or concrete identified during preparation prior to application of topcoats. 8) Contractor shall clean wood surfaces, including removal of dust, grit, and foreign matter. Contractor shall fill nail holes, cracks, and any other defects after priming and spot prime repairs when fully cured. 9) Contractor shall repair all surface cracks found on building before application of primer and topcoats. 10) Contractor shall re-caulk or replace with top-grade elastomeric caulking all loose, failing, and/or cracked caulking, including caulking joints between tilt-ups 11) Contractor shall remove hardware, accessories, machined surfaces, plates, lighting fixtures, and any other items in place that are not to be painted before commencing painting work. If removal is not feasible, Contractor shall provide surface-applied protection. Contractor shall reinstall any removed items upon completion of the work in each area. Caltrans will remove and re-hang frames, mirrors, and posters in the lobby. E. Application 1) Contractor shall apply painting and finishing materials in accordance with the manufacturer's instructions, as approved by Caltrans Contract Manager. Contractor shall use manufacturer's application techniques for the material and surfaces to which the paint is being applied. 2) Contractor shall apply a primer coat to all material that is required to be painted or finished if the selected paint requires it. 3) Contractor shall apply a minimum of two (2) coats of paint. Contractor shall apply additional coats when undercoats, stains, or other conditions result in "show through". Contractor shall apply additional coats as necessary until paint film is uniform in finish, color, and appearance. 4) Contractor shall apply undercoats to be tinted slightly to the color of the finish coat. 5) Contractor shall apply each material at a rate equal to or greater than the manufacturer's recommended spreading rate. 6) Contractor shall apply two (2) topcoats of Sherwin Williams Super Paint, or equivalent, in a semi-gloss side sheen to all surfaces after preparation and priming. 7) Contractor shall apply primers as needed and two (2) finish coats to all exterior painting surface areas. 8) Contractor shall correct and/or repaint any defects on the painted surfaces, including but not limited to runs, sags, stains, surfaces missed, as necessary, at no cost to Caltrans. 9. Materials A. Contractor shall furnish the following paint for all surfaces: 1) Sherwin Williams paint colors per Exhibit A, Section 8, Item B, above. 2) Topcoats on all primed and prepared metal shall use Sherwin Williams Direct to Metal coating, or equivalent. 3) Previously rusted metal items shall use Sherwin Williams Rust Neutralizing Primer, or equivalent, when necessary. 4) All other previously painted surfaces being repainted shall use Sherwin Williams Super Paint or equivalent. 5) Equivalence shall be determined and approved in writing by Caltrans Contract Manager. 6) All paint shall be water-based. Contractor shall not use oil-based paint or high volatile organic contamination (VOC) materials, unless otherwise approved in advance of use and in writing by Caltrans Contract Manager. 7) All paint used shall be fully ground, maintaining soft paste consistency, and capable of being readily and uniformly dispersed to complete homogenous mixture. All paint shall have good flowing and brushing properties and be capable of drying or curing free of streaks and sags. 8) Contractor shall provide an extra unopened gallon of each paint used, for touch-up purposes. B. Contractor shall submit to Caltrans Contract Manager for approval, a complete list of materials proposed for use, including the manufacturers name, standard paint chart, catalog number, catalog cut, safety and environmental cautions, application rates, composition analysis, current recommended methods of application, safety data sheets, and any other descriptive literature or specifications. C. Contractor shall provide control samples of two (2) square feet each to Caltrans Contract Manager for verification of the correct color prior to the start of work. Contractor shall match the approved samples for color, texture, and coverage. 1) Each sample shall be fully prepared, half of each sample cleaned only, and the other half primed. 2) Samples shall be prepared on various areas. D. Contractor shall inspect, evaluate the condition, and verify all dimensions and measurements of the site prior to purchasing materials. E. Contractor shall deliver materials to the job site in new, original, and unopened containers bearing the manufacturer's name and trade name. Contractor shall store materials as directed in accordance with manufacturer's instructions. 10. Protection A. Contractor shall be responsible for protecting all surfaces, equipment, fixtures, and materials which may be affected by work. Contractor shall protect prefinished surfaces and adjacent surfaces against paint and damage. C. Contractor shall protect all walkways, windows, landscaping, and other items not being painted during the painting process. D. Contractor shall protect existing signs during painting process. E. Contractor shall furnish sufficient drop cloths, shields, and any other protective equipment needed to prevent spray or splatter from landing on surfaces not being painted. F. Contractor shall provide "WET PAINT" signs, barricades, and any other devices required to protect newly finished surfaces. G. Contractor shall remove temporary protective wrappings once the work is completed. H. Contractor shall contain wash water. At no time shall wash water be allowed to enter the drains or beyond the boundaries of the building. The storage of water and paint chips shall be in properly labeled containers per Cal/OSHA requirements. I. Workers shall wear a National Institute for Occupational Safety and Health certified disposable respirator with a High-Efficiency Particulate Air filter (N-100, R-100, or P- 100) or equivalent (equivalence to be determined by Caltrans Contract Manager) until air monitoring shows lead levels below the maximum permissible exposure limits (50 micrograms per cubic meter (_g/m3) or 400 divided by the hours worked in the day _g/m3) for at least three (3) consecutive shifts. 11. Discovery of Asbestos, Lead-based Paint, or Other Hazardous Substances/Materials A. If Contractor discovers or suspects asbestos, lead-based paint, or other known hazardous substances/materials in the area affected by the Agreement, Contractor shall STOP WORK IMMEDIATELY. Contractor shall verbally notify Caltrans Contract Manager of these findings immediately and confirm verbal notification in writing within 24 hours. Contractor is not responsible for any work related to clean up or disposal of these substances. B. Continuation of work shall not commence until Contractor has been authorized to do so in writing by Caltrans Contract Manager. C. Should it become necessary to terminate the service request, Contractor shall be compensated only for work completed to Caltrans Contract Manager's satisfaction. No payment shall be made for delay or lost profits anticipated for uncompleted work. D. Failure to notify Caltrans Contract Manager of the discovery of asbestos, lead-based paint, or other hazardous substances/materials may result in immediate termination of the Agreement for default per Exhibit D, Section 2, Termination. Contractor shall be responsible for all damages arising from failure to disclose the discovery of any hazardous substances. 12. Worksite Clean-up A. Contractor shall carefully remove any paint spattering, spots, and blemishes caused by work under this Agreement. Contractor shall remove all trash, paint cans, and accumulated materials resulting from worksite. All areas shall be left in a clean and orderly condition. C. Contractor shall own and assume all responsibility for all litter, waste, debris, and similar materials arising from or produced by the work performed under this Agreement. Contractor shall clean and keep the area in an orderly, safe, and clean condition, including but not limited to spills and smudges. If the work site is not left clean and in an orderly condition, Contractor shall be called back to correct the condition at its sole expense. D. Contractor shall promptly remove such litter, waste, debris, and other materials produced during this work and legally dispose of them at no additional charge to Caltrans. No litter, waste, debris, or other materials shall be disposed of in any Caltrans dumpsters without advance written permission of Caltrans Contract Manager. E. Such litter, waste, debris, and other materials are not expected to include hazardous waste. However, if hazardous waste is encountered, Contractor shall notify Caltrans Contract Manager immediately. Hazardous waste shall be dealt with in accordance with Exhibit A, Scope of Work, Item 11, above. F. Once Contractor takes possession of the materials, Contractor shall take ownership of the materials and shall legally dispose of or recycle the materials. G. Contractor's quote shall include all costs for disposal or recycling of the materials, and no additional costs will be paid.
