The Town of Batesburg-Leesville, (herein referred to as the "Town") is requesting proposals from qualified firms with experience in innovative turn-key professional services including project development and implementation of various energy, operational and water conservation savings initiatives, advanced metering infrastructure (AMI), automatic meter reading technologies and various infrastructure improvements. The selected firm will provide comprehensive performance-based services for the design, installation, and commissioning of an Advanced Metering Infrastructure (AMI) system for the Town's municipal water system, including turnkey services to upgrade the Town's water infrastructure, facilities, water metering and billing systems. The intent of the Town is to reduce operating costs, identify and remediate non-revenue water, and gain efficiencies in operation while simultaneously accomplishing needed improvements in its utilities, water usage, mechanical systems, communications, and other critical systems. The Town may also implement fiscally feasible green building initiatives or renewable energy projects to reduce its carbon footprint. The Town's purpose is to contract with one firm that will provide turn-key comprehensive and innovative services to develop a project and implement self-funding savings initiatives that will pay for themselves over a lease term up to twenty (20) years. The firm will provide the necessary engineering and project development services to identify and quantify energy and operational savings, water meter accuracy increases, water conservation measures and water billing efficiencies that will be utilized over the term of the contract to offset the cost of implementing all construction improvements. The successful firm will be responsible for identifying third-party financing for the project, which the Town will secure. At the Town's request, long-term contractual financial, engineering and design, cost and schedule assurances and guarantees may be required, and the firm must have a track record providing these types of written assurances.
