Water Well No. 1 Improvement All bids must be accompanied by a bid security equal to five percent (5%) ofthe base bid and any alternatives and subject to the conditions provided in the Instructions to Bidders. The successful contractor will be required to enter into a contract with the OWNER and to furnish all the materials, perform all ofthe work, supervise, coordinate, administrate and be responsible for the work ofthe entire project. No bids may be withdrawn after the closing time for receipt of bids for at least forty-five (45) days. The bond ofthe low bidder will be held for forty-five (45) days, or until the contract is signed, whichever is shorter. A performance and payment bond for the work will be required upon execution ofthe contract, equal to one hundred percent (100%) ofsaid contract written by a company licensed to do business in Louisiana and who is currently on the U.S. Department of the Treasury Financial Management Service List. The bond shall be countersigned by a person who is under contract and who is licensed as an insurance agent in the State of Louisiana, and who is residing in this state. Please note, Federal guidelines require a bid bond, performance bond and payment bond. Colyell Community Water Association reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212 (A) (1) (b), the provisions and requirements ofthis section, those stated in the advertisement for bids, and those required on the bid form, shall not be considered as informalities and shall not be waived by any public entity. The Colyell Community Water Association is a recipient of Federal funding for this project and is thus subject to the Federal rules, guidelines, regulations and policies that govern them. The attention of bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3 of the Housing and Urban Development Act of 1968 as amended, Segregated Facilities, Section 109 of the Housing and Community Development Act of 1974, Executive Order 11246, Equal Opportunity, and all applicable laws and regulations ofthe Federal government and State ofLouisiana and bonding and insurance requirements.
