The intent of this RFP is to solicit sealed proposals from qualified firms to establish a contract, or contracts, for the Professional Architectural/Engineering Design Services for the removal of underground oil storage tanks and the installation of above ground oil storage tanks at Clear Spring Elementary School, Pleasant Valley Elementary School, Smithsburg Elementary School, and Smithsburg High School. Please send an email with the subject line, to the following people: o Scott Bachtell - BachtSco@wcps.k12.md.us o Michelle Schultz - SchulMic@wcps.k12.md.us o Jonathan Kerns - kernsjon@wcps.k12.md.us Deadline for Written Questions Submission: October 3, 2025 by 2:00PM Eastern Time Tentative Award Date: November 2025 The intent of this RFP is to solicit sealed proposals from qualified firms to establish a contract, or contracts, for the Professional Architectural/Engineering Design Services for the removal of underground oil storage tanks and the installation of above ground oil storage tanks at Clear Spring Elementary School, Pleasant Valley Elementary School, Smithsburg Elementary School, and Smithsburg High School. Unless specifically stated, items identified in this section are to be carried out by the Design Professional based on the criteria and guidelines established in the SCOPE OF WORK Section. Various components that are not required for this design will be specifically stated in this PROJECT DESCRIPTION. This project will provide separate design services (Design, Bid, Construction Administration/Post Construction Services) for underground oil storage tank replacement projects at Clear Spring Elementary School, Pleasant Valley Elementary School Smithsburg Elementary School, and Smithsburg High School The projects will replace the USTs, and associated components that were installed between 1988 and 1990. The final products will include above ground storage tanks, all piping and associated components, and monitoring systems. The systems will be brought up to current standards to meet all code requirements. Three existing above ground storage tanks at other WCPS Facilities are no longer needed for heating oil storage. These ASTs, located at Maugansville Elementary, Pangborn Elementary, and Rockland Woods Elementary, were installed in 2008 and shall be reviewed as part of the design project. The Design Professional is responsible for the overall design and the creation of construction design submissions and bid packages for this project. The construction projects associated with this design project will be bid as separate construction projects as funding becomes available. The design shall incorporate the removal and replacement of four USTs and associated components and the evaluation of three ASTs. Pending the Architect's/Engineer's estimate, and available budget/funding, some items may be broken out as Alternates to the base bid. After the award of this design project, the Owner will give direction on the order of priority. The design will include information to inform and require the Contractor to disconnect/reconnect any equipment, as necessary, to perform the entire Scope of Work. All Mechanical and Electrical connections/work shall carry a two-year workmanship warranty. The A/E shall review and recommend any additional/necessary equipment, that in its professional opinion, should be included as part of the UST replacement design. The A/E is to make every attempt to provide an innovative design that will facilitate a quick switchover from existing equipment to the new equipment. Where necessary due to available budget or general construction practices, and pending WCPS agreement, the A/E may be required to prepare Add Alternate components for solicitation. The A/E shall develop complete Bid/Construction Documents for the design in accordance with the General Timeframe. Proceeding to Bid, Construction Administration, and Post Construction phases for the project will be based on the availability of funds. The selected A/E firm must honor the design fees for the Construction Administration and Post Construction phases on this project through December of 2028. The A/E shall develop Construction Drawings, and complete Bid/Construction Documents for the UST replacement as separate projects for each school as part of this project. Design Development and Schematic Drawings are not required. As of October 10, 2025, an issuance of short-listed firms has been released. A timeline to select a design firm has not been disclosed.
