Reference Number 0000399095 The purpose of this Request for Proposal (RFP) is to select a firm to provide construction services for the High-Level Trunkline Capacity Improvements Project. Question Deadline 10/16/2025 at 5:00 PM ET Questions are submitted online No , Scope of Work/Proposal Content questions shall be e-mailed to Chris Elenbaas, Project Manager, chris.elenbaas@ohm-advisors.com RFP Process and Compliance questions shall be e-mailed to Colin Spencer, Buyer - CSpencer@a2gov.org Each bid must be accompanied by a certified check or Bid Bond by a surety licensed and authorized to do business within the State of Michigan, in the amount of 5% of the total of the bid price. Proposals submitted late or via oral, telephonic, telegraphic, electronic mail or facsimile will not be considered or accepted. Each proposal must remain valid for at least one hundred and twenty (120) days from the due date of this RFP. 1. The Contractor shall begin the work of this project on January 12, 2026, and only upon receipt of the fully executed Contract and Notice to Proceed. Appropriate time extensions shall be granted if the Notice to Proceed is delayed beyond this date. 2. This Contract requires microtunneled sanitary sewer, water main, stormwater improvements, road repairs and concrete repair work on Washington St between Third St and First St, and First St between Washington St to north of Miller Ave. The Contract shall be completed in phases and shall be completed within two hundred and sixty-nine (269) consecutive calendar days. 3. The work shall be sequenced to meet the schedule requirements identified. Contractor shall determine the exact sequence of work at the project locations and clearly note any deviations from the sequence identified below. a. Install microtunneling shafts on First St, including the launch shaft at Sta. 161+30, intermediate shaft at Sta. 155+45 and reception shaft at Sta. 150+70. b. Install 36-inch sanitary sewer on First St starting at the Miller Ave end and constructing south. c. Install sewer up to low-level connection manhole at Sta. 161+46 and complete testing of sanitary sewer from Sta. 150+70 to Sta. 161+46. Place sewer in service to permit bypass pumping into the sewer. d. Complete restoration of First St north of Huron St including concrete and HMA pavement by June 20, 2026. e. Washington St microtunneling shafts can be installed once the First St microtunneling has commenced. f. It is anticipated that the intermediate microtunnel shaft on Washington St will be installed after completion of the Washington St microtunnel has been installed. g. Sewer connections on Washington Street with flow through the newly installed sewer must be completed by August 22, 2026. The entire work at these locations as required by this Contract includes, but is not limited to the following: o Temporary and permanent water main and valves installation, chlorinating, pressure testing and flushing. o Sanitary sewer structures needed for bypass pumping for microtunneling operations. Each respondent should submit in a sealed envelope o one (1) original proposal o one (1) additional proposal copy o one (1) digital copy of the proposal preferably on a USB/flash drive as one file in PDF format Proposals submitted should be clearly marked: "RFP No. 25-39 - High-Level Trunkline Capacity Improvements Project" and list the bidder's name and address. o Storm sewer installations for installation of microtunneling shafts. o Pavement removal. o Replacement of pavement base within utility trenches. o Pavement base proof rolling and undercutting. o Replacement of storm sewer and structures. o Sanitary sewer installation and sanitary sewer abandonment. o Replacement and installation of curb and gutter, sidewalk and driveway approaches as needed. o Permanent placement of hot mix asphalt. o Restoration of all disturbed areas. o Removal of all traffic control devices. City Council approval is expected on or before December 15, 2025. The Contractor shall not begin the work without approval from the Project Engineer, and in no case before the receipt of the Notice to Proceed
