The City reserves the right to accept or reject any or all proposals; to waive any informalities in the bidding; and to enter into a contract with the bidder who the City finds, offered the lowest and best proposal. The City also reserves the right to hold all proposals for 60 days after the opening date, even if not accepted or rejected. The work for which proposals are invited consists of the furnishing of all labor, materials and equipment required for the Annual Refuse/Recycling Collection Services Contract. This project will provide refuse & recycling collection services for approximately 6,889 residential accounts, 1,479 multi-family accounts and 91 commercial accounts. Each bidder shall submit a printed copy of the Bid Documents booklet with all applicable forms filled out. Each bidder is also required to furnish with its proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. To ensure that bidders are basing their bid on complete, accurate and up-to-date information, bidders shall only obtain bidding documents and prepare their bids using bid documents obtained directly from the City of Lebanon. Bids prepared on forms obtained from other sources may not be accepted. Anyone who requests documents by emailing bidding@lebanonohio.gov will automatically be added to the plan holders list. Bids received from bidders who are not listed on the official plan holders list shall not be accepted. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Once an agreement is entered into, the Contractor will perform collection services per the contract documents until December 31, 2030.
