The work to be done under this contract consists of the construction of approximately 158 lineal feet of 18-inch diameter combined sewer, utilizing pipe bursting methods, and appurtenances to be constructed in an area located south of Interstate 44 and east of South Kingshighway Boulevard, in the City of St. Louis, Missouri. The Engineers Opinion of Probable Cost for this project is $322,000. The proposal shall be accompanied by a certified check or cashier's check on a bank or trust company in St. Louis County or in the City of St. Louis or by a bidder's bond, for an amount not less than five (5%) percent of the bid amount as bid security to the District. At the same time the successful bidder shall also file with the District two (2) copies of both a Contract Bond for one hundred (100%) percent of the contract amount, and an acceptable Certificate of Insurance and Insurance Binder or policy for the required insurance coverage. The Contractor shall commence work within ten (10) days after the date of written notice from the District to begin and shall complete all work within one hundred and twenty (120) calendar days after the expiration of such ten (10) day period. The Metropolitan St. Louis Sewer District (District) has established subcontractor goals for Building Construction (21% MBE and 10% WBE) and Non-Building Construction (10% MBE and 10% WBE) in the amount of $50,000 or more. Workforce goal requirements of 37% Minority, 11% Women, and 46% Apprentice (when applicable) apply to contracts in the amount of $500,000 or more. The District reserves the right to reject any and all bids, offers or proposals submitted, to accept the proposal that it deems to be to its best interest, or to advertise for new bids. The District reserves the right to defer the acceptance of any proposal and the award and execution of a contract for a period not exceeding ninety (90) days after the date of opening the bids.
