Repair of the Bell-Isle Pier at Swanquarter National Wildlife Refuge (NWR) in North Carolina includes removal and replacement of damaged pier components to restore safe public access. Work involves demolition of existing pier sections, installation of new pilings, framing, decking, and handrails, and ensuring compliance with applicable environmental and structural standards. All construction activities must minimize disturbance to the surrounding habitat and follow refuge guidelines. The Contractor shall begin performance within 10 calendar days and complete it within 180 calendar days. Questions Due Date: 22 September, 2025 at 1:00 P.M. Eastern Standard Time. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. PID- 0044019086 This requirement is for one (1) Firm Fixed Price Construction contract for repairs to approximately 960' of a timber structure pier that is 1062' L x 10' W located in the Northeast section of Swanquarter National Wildlife Refuge (NWR), Swanquarter, NC 27885. Work shall include the deconstruction of the wood decking and rails as well as the furnishing, transporting, and installation of new decking materials in their place. Materials for the timber pier will include all dimensional lumber for decking, stringers, blocking, braces, and all railing components including the top rail, mid rail, and slats matching the current alignment. All components are to be milled and fabricated as necessary and installed in a manner that meets the current structural needs to provide a full and functional facility. Also included is necessary site preparation, erosion, sedimentation, clearing and grubbing. Two phases to this work will occur. o The redesign and construction of the entrance to the pier. This work will include the design and construction of a 75' x 10' section of pier. Work will ensure the proposed pier access point will maintain and ensure at a maximum an 8% grade throughout the length of the access point, meeting ADA standards for access. Upon completion of this section, it is expected that a seamless connection between the ramp and the pier will be experienced. Construction will also include the demolition of the former access ramp. o Next will be the repair of approximately 960' of a timber structure pier that is 1062' L x 10' W located in the Northeast section of Swanquarter National Wildlife Refuge (NWR). Work shall include the removal of the wood decking, stringers, and rails. Contractor is expected to furnish, transport, and install new decking materials in their place. All fasteners including screws, fasteners, and bolts are to be 316 stainless steel to accommodate for the marine environment. Materials for the timber pier will include all dimensional lumber for decking, stringers, blocking, braces, and all railing components including the top rail, mid rail, and slats matching the current alignment. Lumber should be Southern Pine (or similar decay resistant lumber) that has a chlorinated copper azole (CCA) pressure treatment and that meets the American Lumber Standard Committee (ALSC) standards as it pertains to a marine environment. All components are to be milled and fabricated as necessary and installed in a manner that meets the current structural needs to provide a full and functional facility. Also included is necessary site preparation, erosion, sedimentation, clearing and grubbing. All removed materials are to be disposed of properly off-site.
