Renovation of a transportation facility in Warwick, Rhode Island. Completed plans call for the renovation of a transportation facility.

**As of November 10, 2025, this project has not yet been awarded. A timeline for award has not yet been established.** 1. Introduction: a. This project will replace all the equipment and components, provide corrective maintenance, remove unsafe conditions, improve maintenance clearances, and provide other additional BHS items. b. The BHSC shall replace all components identified in the BHS Contract Drawings; these equipment and components include, but are not limited to, drive units, reducers, bearings, pulleys, rollers, belting, HSDs, VFDs, VFD rated motors, fire/security doors, photoelectric sensers, control stations, pushbuttons, start-up warning horns, stack lights, and electrical equipment/components. c. The BHSC shall provide other materials that are damaged during construction. These materials shall include, but are not limited to, junction boxes, photoelectric sensers, control stations, pushbuttons, warning beacons, motor safety disconnects, and wiring. d. The BHSC shall provide all catwalks, handrails, underguarding, end caps, static deflectors, and gap filler brushes as identified in the BHS Contract Drawings. e. The BHSC shall modify the existing catwalk and its supports and access ladders for the new catwalk if required. f. The BHSC shall remove or rectify all existing unsafe conditions such as head knockers, ladder obstructions, and jam removal obstructions identified in the BHS Contract Drawings. g. The BHSC shall adjust drive belts and chains and track all belts identified in the conveyor manifest. h. The BHSC shall adjust merge and divert belt speeds, along with the installation of the static deflectors, to ensure proper bag orientation at all merge and divert locations. i. The BHSC shall adjust the Bag Measuring Array (BMA) parameters to ensure all bags larger than the EDS aperture are properly identified. j. The BHSC shall utilize the Owner's preferred controls vendor, ControlTouch Systems, for all programming changes. The contract time is as stated in Section 80 of the General Provisions. This project will be constructed during the Fall/Winter 2025. Each sealed bid shall be accompanied by a certified check, cashier's check or satisfactory Bid Bond, in an amount equal to five percent (5%) of the bid, payable to the Rhode Island Airport Corporation. The successful bidder will be required to execute and furnish a Performance Bond, and Labor and Materials Payment Bond as security for faithful performance and payment of all bills and obligations arising from the performance of the work. Each security shall be in an amount of not less than 100% of the contract price and shall be in a form acceptable to the Owner. No bidder may withdraw his bid within one hundred eighty (180) days after the actual date of opening hereof. Award of the contract shall be made to the lowest responsible and responsive bidder whose bid conforms to the written requirements of the Owner. The award of this contract is subject to approval of the Federal Aviation Administration. Wages of Labor on Airport Projects - The prevailing wage rates for laborers and mechanics employed by contractors or subcontractors on the initial construction of airport projects shall be paid wages at rates not less than those prevailing on the same type of work on similar construction in the immediate locality as determined by the United States Secretary of Labor, in accordance with the Act of August 30, 1935, known as the Davis-Bacon Act, under the most recent General Wage Decision. The EEO requirements, labor provisions and wage rates are included in the specifications and bid documents are available for inspection at the Office of the Owner. The contractor must comply with certain Contract Provisions shown in the bid documents, including but not limited to Civil Rights - Title VI Assurance, Davis-Bacon Requirements, Certification of Offeror/Bidder Regarding Debarment, Disadvantaged Business Enterprise, Certification Regarding Lobbying, Recovered Materials, Trade Restriction Certification, and Executive Order 11246. The contractor must pay wages to employees in compliance with the minimum wages established by the latest U.S. Department of Labor Wage Determination. All The requirements of 49 CFR Part 26, Regulations of the U.S. Department of Transportation, apply to this contract. It is the policy of the Rhode Island Airport Corporation to practice nondiscrimination based on race, color, sex, or national origin in the award or performance of this contract. All firms qualifying under this solicitation are encouraged to submit bids/proposals. Award of this contract will be conditioned upon satisfying the requirements of 49 CFR Part 26. These requirements apply to all Bidders, including those who qualify as a DBE. RIAC, utilizing race-neutral DBE procedures has established an overall three-year DBE participation goal is 3.2% for FAA funded projects for federal fiscal years 2024 through 2026. The attention of prospective bidders is called to the fact that this project is to be bid upon and the contract executed, under the Rules and Regulations for carrying out the provisions of the Airport and Airway Improvement Act of 1982; Public Law 97-248 and Part 152 of the Federal Aviation Regulation (14 CFR Part 152), Title VI of the Civil Rights Act of 1964, as amended and supplemented, and the required provisions of Federal-Aid Contracts, as provided for in Chapters 85, 86, and 88 of the Public Laws of Rhode Island, 1960. In addition, the proposed contract is under the subject of Executive Order Nos. 11246, as amended, of September 24, 1965 and 13202 of February 17, 2001, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions.
