The work shall be performed by a Contractor with experience in the construction of clearing and grading projects. Contractor will demonstrate experience, prior to bidding, by written submission of five (5) completed earthwork projects of similar size and scope in the past five (5) years in the continental United States. Project descriptions will include at a minimum location of project, total size of project, month and year of completion, client name, engineer name, reference name and phone number. Certified/Cashier's check or acceptable bidder's bonds, payment without recourse to the Owner in an amount of not less than five percent (5%) of the total bid submitted must accompany the bid. The amount of said cashier's check or bond will be forfeited to the Owner and the bank or surety shall be liable to the Owner for the amount in the event the successful bidder fails or refuses to enter into a contract or furnish bonds as hereafter required within fifteen (15) days after the date of notice of award.
