The purpose of this Invitation for Bids (IFB) is for the MFCA to secure through a competitive procurement process the services of a company to provide General Contractor Services to expand, enclose, and prepare the rear dock for cold chain compliance at the Maryland Wholesale Produce Market (MWPM) and as specified in Section VIII, located within the Maryland Food Center in Jessup, Howard County, Maryland. Services shall be performed in accordance with the Scope of Work and the attached Plans and Specifications in Sections III and VIII. The services and materials provided, and the resulting work product shall comply with all appropriate specifications and professional standards, and with all applicable laws, codes, regulations, and procedures. When the sum of the Total Bid amount plus all add Alternates, but excluding all deduct Alternates, is in excess of $100,000, a Bidder must furnish, prior to the bid due date, a Bid Bond in an amount not less than five percent (5%) of the Total Bid amount plus all add Alternates, but excluding all deduct Alternates. B. The preferred form of Bid Bond is part of the contract documents. Bid bonds must provide for minimum liability of the principal and surety in the amount provided in COMAR 21.06.07.02 D (2). Bonds shall be issued by a surety licensed by the Maryland Insurance Administration or by a surety that transacts business through an insurance agency licensed by the Maryland Insurance Administration. The Bidder may not split its Bid Bond among multiple sureties or bonds. C. Forms of bid security other than bonds are not permitted. D. Bid Bonds will not be returned to unsuccessful Bidders. The Bidder shall execute two originals of the Contract and return them with fully executed Payment and Performance Bonds in the full amount of the Contract price, along with all other documents listed in Section II.A.28 to the MFCA within ten calendar days after receipt of the forms. After receipt of the Contract, properly executed by an authorized representative of the Contractor, with Payment and Performance Bonds and other required documents, the MFCA may, if necessary, seek any further required approvals before signing the Contract. When the Contract is fully executed, the MFCA shall forward one original to the Contractor, which will constitute a Notice to Proceed. In the event the MFCA fails to execute the Contract within ninety calendar days, the Contractor will have, as its only options, the right to recognize the Contract as rejected without any liability to the MFCA, or to accept an extended period for execution by the MFCA.
