The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified licensed sources for general civil engineering services, through professional services competitive negotiation, to assist in local, state, and federal projects in the Town of Herndon. These projects include, but are not limited to, studies, surveys, designs, and construction administration. Services may also include related engineering disciplines, as needed by the Town of Herndon on an on-call basis, and may be funded with local, state, and/or federal funds. The Town of Herndon is the third-largest town in the Commonwealth of Virginia and home to more than 24,500 residents. Amidst a 21st century Northern Virginia landscape of high-rise buildings, industrial complexes, and transportation hubs. Herndon maintains a small-town charm that is evident in its downtown, its neighborhoods, and its commercial areas. All questions or requests for information must be submitted no later than 11:00 am on Wednesday, September 24, 2025. Any contract resulting from this RFP shall have a term limit of one (1) year and may be renewable for three (3) additional one-year terms at the option of the Town. Task Orders shall be fair and reasonable hourly rates, as negotiated, in determining the cost of each task order performed; and the sum of all task orders performed in one contract term shall not exceed $10,000,000 in any one separate contract year. The fee paid by the Town to Contractor shall not exceed $2,500,000 per task order. The Procurement Official reserves the right to award a Contract as per Section 9 of this Request for Proposal, or to reject any or all proposals and to waive any informality in proposals received whenever such rejection or waiver is in the best interest of the Town.
