This Statement of Work outlines three major lifecycle replacement tasks at the TSA Freedom Center, Transportation Security Operations Center (TSOC). Task A involves the removal and replacement of two Uninterrupted Power Source (UPS) units and associated wet cell batteries, including installation of a new spill kit containment system. Task B covers the demolition and replacement of seven Vertiv/Liebert Static Transfer Switches (STS) and eight Power Distribution Units (PDUs), with all units replaced in tandem to minimize operational downtime. This task also includes rigging, hauling, floor protection, and integration with the Building Automation System (BAS) using Cat6e network drops and configuration into the Niagara system. Task C addresses the removal and replacement of three HVAC units (11, 12, and 13) in Mechanical Room 425, with provisions for temporary cooling, reuse of existing duct systems, glycol capture and reinstallation, filter upgrades to MERV 11, fire-life safety tie-ins, and system testing. The contractor is responsible for sourcing all materials, labor, and oversight, and must follow a strict sequence of work: UPS #2, UPS #1, STS/PDU, and HVAC. All equipment must be new and carry appropriate warranties. A comprehensive survey of existing conditions is required within 30 days of award, followed by a final project schedule and documentation review meeting within 10 days. The entire scope must be completed within 120 workdays after government acceptance of final documentation. The contractor must comply with all applicable codes, safety standards, and environmental disposal regulations, and is liable for any damage to the facility during the project. Liquidated damages apply for delays: $500/day for Tasks A and B, and $100/day for Task C. Security requirements mandate that all personnel be U.S. citizens and undergo a multi-phase fitness determination process, including background checks and issuance of TSA identification badges. Section 508 compliance is required for all ICT-related services. Contractors must submit various deliverables including MSDS sheets, operations and maintenance manuals, and warranty documentation. Performance will be assessed via CPARS, and contractors must submit self-assessments. Invoice submissions are handled through the U.S. Coast Guard Finance Center. Additional provisions cover access to TSA facilities, observance of federal holidays, emergency procedures, and protest protocols.
