The Town of Westbrook is seeking to select an individual, firm or team with municipal coastal resiliency planning and engineering experience to provide engineering, planning, permitting and related consulting services to assist with the implementation of the specific Westbrook recommendations contained in the Four Shore Coastal Resiliency Plan. Earlier this year the Town completed a multi-town coastal resiliency planning process in partnership with the Towns of Clinton, Old Saybrook and the Borough of Fenwick through a grant from the Long Island Futures Fund through the National Fish and Wildlife Foundation. The Town is also working to update its Natural Hazard Mitigation Plan which contains many related recommendations. The Town has recently formed a Committee to oversee the implementation of the Plan. The selected consultant will work closely with Town staff and committee members for consultation, meetings, event planning, and project design and implementation. A general description of the services requested are described below and should be considered as a general scope of work for the basis of the RFQ submission. A final scope will be negotiated with the selected individual/firm/team. The successful firm/individual/team must have a deep understanding of the coastal environment and the ability to plan, design, and execute sustainable shoreline infrastructure. Additionally, a broad range of engineering disciplines including geotechnical and structural engineering as well as regulatory expertise is a must. The anticipated scope of services may include but is not limited to the following tasks: o Assessment and review of the current Coastal Resiliency Plan. o Assistance with prioritization of coastal resilience and Hazard Mitigation Action strategies and projects. o Development, evaluation, and recommendation of coastal resilience and hazard mitigation strategies, projects, and solutions. o Development of conceptual designs sufficient for grant applications. o Identification, preparation, management, and administration of federal, state, local, and private grant applications. o Pre-award and post award engineering services and management for project(s) and/or grant(s), if awarded, inclusive of asset management, condition assessment, planning, design, permitting, and estimating probable construction costs; bid document preparation, bidding assistance, construction management, oversight and inspection (either full-time or part-time as necessary); as-built drawings and operation and maintenance plan preparation. o Designing and recommending engineering solutions. o Collaboration with stakeholders and other professionals. o Preparation of technical reports and documentation. o Provision of expert advice and recommendations. o Assistance with local, State and Federal permitting for selected projects. o Presentations at Committee meetings and public information meetings, either in person or electronically, when needed.
