Notice of Intent to Award October 20, 2025 Protest Period October 20 - 26, 2025 Council Award November 12, 2025 The selected contractor will design and install a solar PV system on the roof of Millersburg Fire Station 15 at 3215 NE Transition Parkway in Millersburg Oregon and provide ongoing system monitoring. Site Details: Fire Station 15 is a city-owned building with a standing seam metal roof. Electricity is provided by Pacific Power and average monthly electricity use is approximately 8,730 kWh. Electricity use is primarily for building heating, cooling, and operations. Desired System Size: Approximately 80 kW (100,000 kWh/yr). System Monitoring: Provide access to web-based monitoring of the performance of the solar system, including data on historical and real-time electricity generation. Rebate Support: The contractor must provide necessary documentation to the City for a federal clean energy investment tax credit application (Section 48 credit) for the project, which may include information on whether system components are domestically manufactured. The contractor must also apply on behalf of the City for applicable Energy Trust solar installation incentives for the project, including ensuring the project meets eligibility requirements for the incentives. Permits: The contactor is responsible for obtaining all required permits. Materials: Panels must be attached to existing metal roof with standing seam metal clamps S-5! or approved equal. No penetrations through existing metal roof for fastening or attaching panels are allowed. Warranties: Warranties for the installed system should include both a minimum 25-year power or performance warranty and specific equipment warranty coverage for panels, inverter, and racking/hardware of not less than 10 years
