Site work for a civil project in La Ward, Texas. Completed plans call for site work for a water / sewer project.

Bids are invited for several items and quanties of work as follows: Project includes installation of new public water system components including a new groundwater storage tank and controls, new booster pumps and controls, a new control system for the exising pressure tank, the installation of a new gate along the perimeter fence and to connect these components into the system piping to the exising water distribution system including PVC water line, valves, connections, services, and incidentals. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid [for those contracts that exceed $100,000]. A certified check or bank draft payable to the City of La Ward or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin. Adherence to the grant recipient's Section 3 Policy is required for all contracts and subcontracts. All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. Minority Business Enterprises, Small Business Enterprises, and Women Business Enterprises, and Historically Underutilized Business firms are encouraged to submit bids. Question Deadline 10/18/2025 at 2:00 PM CT 3. Overhead Electrical shall be relocated and or removed by JEC and coordinated by owner. 4. A water Storage Tank Inspection Log Sheet is attached to this addendum. Contractor to perform inspection and provide a completed log of inspections of each tank and submit to City and Engineer on USB thumb drive. Contractor shall coordinate inspection date with G&W Engineers, Inc. and engineer shall have representative onsite to witness and assist in the inspection process. 5. The Ground Storage Tank is required to be erected by a manufacturer certified installer/contractor. 6. The Booster Pump Skid (package) is expected to be shut down for a minimum amount of down time. Furthermore, to meet these expectations, the booster pump skid (package) is required to either a.) be installed by manufacturer certified installer, or b.) installed by contractor if allowed and no effect to warranty, contingent upon a certified installer/representative overseeing the work throughout the duration. Should option "b" be allowed/exercised, contractor shall provide proof of relevant past experience with new booster pump skid (package) installation and references to attest to these statements. 7. FAT (Factory Acceptance Testing) will be allowed in either the form of in person, virtual, or third-party certified whiteness with reporting submitted to City and Engineer. 8. All components that are to be in direct contact with Public Drinking Water shall be NSF-61 certified. This includes skid header valves. 9. Ground Storage Tank to meet wind load requirements with no water in tank The City of La Ward reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the City of La Ward for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. The lobbying certification must be submitted with the bid packet to be considered complete and responsive. The City of La Ward is an Equal Opportunity Employer.
